Description
**** NO EXTENSION HAS BEEN GRANTED FOR THIS REQUIREMENT, CLOSING DATE REMAINS 26 OCT @ 1PM PACIFIC.****** CHANGES TO DRAFT RFQ Current need increased from 3,000 to 3,091, see itemized table below: TYPE OF LINE QTY Lobby 12 Elevator 5 Fire/Alarm 78 Fax 116 Analog 46 Polycom 55 PRI for VTC 4 VTC/BRI 51 STU/STE 80 BRI/Voice Multi Line Phone 145 9316/Single Line Phone 2432 9417/2 Line Phone 36 Spare TN's 31 TOTAL 3091 Requirement has been reduced from 5 years to 4 years. A surge CLIN has been added: Base Year - CLIN 0013 for up to 700 additional lines. Option Year 1 - CLIN 0014 for up to 700 additional lines. Option Year 2 - CLIN 0015 for up to 900 additional lines. Option Year 3 - CLIN 0016 for up to 900 additional lines. ODC CLINs have been increased from $25,000 to $40,000 per year. QUESTION AND ANSWERS Q: Request for a list of telephone numbers. A: Telephone numbers will be provided at the award of the contract. Q: Request for BRIs and PRIs addresses. A: All 4 current PRIs are provisioned to Bldg. 1524 on Naval Base Ventura County. They are then routed to the facility by locally owned switching equipment. Q: Section C.3.1 SERVICE reads that there are 200 ISDN lines, 743 lobby types phones, 200 ISDN Lines, and approximately 1900 individual users. Please confirm that the Firm Fixed Pricing to be provided is to include up to 3000 users with 200 being the max ISDN lines. A: See itemized list within the NEW RFQ. Q: Section C.3.1 SERVICE reads, "Furthermore, 200 ISDN lines (included in the 3,000 line above) are envisioned to support the multi-line capable units, the Defense Information Systems Network (DISN) network support for the four (4) ISDN PRI lines supporting the Command VTC, and basic support of all fault isolation for phone circuits.". Please confirm that the ISDN PRI lines identified in this section as supporting the Command VTC are provided outside of this contract and that no ISDN PRI lines are to be delivered as part of this RFQ. Please also verify that bidders are only to provide quotes for the support of these existing PRI lines A: Under the new contract the provider would have to provide four (4) ISDN PRI lines and provide support for those lines. Q: Section C.3.2 TECHNICAL SUPPORT SERVICES reads, "The incoming contractor is required to interface (via email) with the existing IT Help Desk contractors personnel operators to acknowledge receipt of trouble call records.". Can a copy/sample of this type of email for review? A: Remedy is the system the help desk uses for providing service request. The contractor receives an email informing them there is a work order in Remedy, the contractor will access Remedy to review the work order. The contractor will be provided with training on how to use the Remedy system. Q: Section C.3.2 TECHNICAL SUPPORT SERVICES bullet four reads, "Respond to customer on a service request within one (1) hour of receipt.". Please indicate if this one hour response is require 7/24 or during the 7am-4PM time that the on-site support is requested in the RFQ? A: The one hour response is required during the 0700-1600 time frame, Monday thru Friday. Q: We would like to determine if there a spreadsheet for each line-type of service being requested that the government can share that make up the 3000 lines being requested? A: An itemized list has been added to the NEW RFQ. Q: Is the government going to provide an Excel file for the CLINS to bidders? A: Please follow the CLIN structure built into the RFQ. Q: Can offeror propose rates lower than Public Utilities Commission tariff rates? A: All offerors must comply with all applicable rules and requlations. *** QUESTIONS AND ANSWERS ADDED 19 OCTOBER 2015*** Q: The solicitation title and some of the wording in the solicitation itself is a bit misleading. From what I gather the contractor will be extending existing dial tone that is provided by the LEC from the demark to the customers as directed by the COR. Is this correct? A. Yes Q: is this a new requirement or a re-compete for work already being done? A: SBC Global is the incumbent. Q: If there is an incumbent will the Government provide information on the number of technicians currently providing support to the Port Hueneme customers? A: Please refer to Factor 1. Q: The number of moves, adds, and changes indicated in PWS C.2 helps us in determining the number of technicians needed. Does the Government know how many trouble reports are typically handled annually? A: Yes we have a report for FY15 there were over 1700 actions and 6 major moves, to include moving people from 1215 to 267 and dropping lines in the bldg. with assistance from NBVC, it is their bldg.. Q: Is the existing infrastructure copper, fiber or a mix? A. Mix of both Q: Will any of this effort include aerial or manhole work? A. Not on base Q: Will the contractor be providing any vehicles, to include bucket truck if aerial work is necessary? A. Contractor will provide own vehicles as needed. Q: PWS C3.3 Materials lists the items that the contractor will be responsible for providing including handsets for telephones, what make and model telephones are used at Port Hueneme? A. 9316CW, Black Q: Will the contractor be responsible for providing/repairing telephone sets as well as the handsets and stretch cords? A. Yes, material accounted for in ODC. Q: It appears that the vast majority of work is inside plant, is this correct? A. Yes Q: This solicitation appears to be for replacement of existing CENTREX service and support with new CENTREX service and support. Will the Government consider proposals to replace existing CENTREX service and support with base-owned CPE (i.e., PBX) service and support? A: Government will not be switching to PBX at this time.
