Description
The PCO-EAST (Program Contracting Office) East intends to negotiate on a sole source basis with Bruker Biospin Corporation, 15 Fortune Drive, Billerica, MA 01821-3991to procure equipment to upgrade the existing Skyscan 1176 High Resolution In Vivo Micr-CT System. The following items will be required to upgrade this system and are compatible with the existing system and software currently in use. Scanner specifications 1)X-ray source: Continuous variable source from 20 kV to 90 kV, 15 micron typical spot size; 25 W maximum power, air cooled sealed type. 2)X-ray detector: 11 Megapixel (4000 x 2670) 12-bit cooled digital X-ray CCD camera with fiber-optic coupling to scintillator. 3)6-position automatic filter changer for energy selection: no filter, Al 0.2mm, Al 0.5mm, Al 1mm, Al 0.5mm + Cu 0.03mm, Cu 0.1mm (all filters > 99.9% purity). 4)Nominal resolution (detail detectability): 9 micron / 18 micron / 35 micron 5)Low contrast spatial resolution: 15 micron (10% MTF) 6)Scanning diameter: 68mm or 35 mm 7)Scanning length: up to 200mm by multiple automatically connected scans, 20mm in one scan 8)Reconstruction arrays: cross section format (isotropic grip): up to 4000 x 4000 pixels for 35mm field of view (FOV) and up to 8000 x 8000 pixels for 68mm FOV. 9)Radiation safety: < 1microSv/h average during full scan at instrument surface Physiological monitoring subsystem specifications: 1)Capabilities include real-time visual monitoring, movement detection, synchronization with small animal (rodent) breathing and heart activities, and stabilization of preselected animal temperature. 2)Carbon composite bed for mouse (35mm), for rat (68mm), and bed with tray (580 x 470mm) for large animals (rabbit). 3)Foam holders for ex-vivo and peripheral scanning. Computer specifications - The following computer (specifications) are required to operate the scanner and perform necessary analyses: 1)Internally mounted Dell Workstation with preinstalled software including: a.Windows 7/64 bit or above. b.Intel XEON X5647 quad core 3.5GHz processor c.128 GB 1600 MHz RAM d.4TB (4 x 1TB on RAID0) HDD e.2GB NVIDIA graphical card f.24" UltraSharp LCD monitor, 1920 x1200 native resolution g.DVD/CD RW optical drive h.Keyboard i.Mouse j.Internal speaker or sound bar Software specifications - The following software is necessary to operate the scanner and perform necessary analyses: 1)NRecon - GPU-accelerated data reconstruction software compatible with Windows 7 or above. Uses modified Feldkamp multi-slice volumetric (cone-beam) reconstruction algorithm. 2)InstaRecon - Heirarchical reconstruction software compatible with Windows 7 or above. Uses unique (non-Feldkamp) reconstruction algorithms with speedups of 10x to > 100x. 3)DataViewer - Visualization software that allows the reconstructed set of slices to be flexibly viewed and displayed as a slice-by-slice movie. 4)TConv and DICOM converter - Format converting software allows conversion between TIFF, BMP, and JPEG files with adjustments of color palette, inversion, renaming, resizing, and combining datasets. The DICOM converter provides conversion from the set of reconstructed slices to file(s) in DICOM 3 format. 5)CTan - Morphological analysis software measures comprehensive 2D and 3D morphometric parameters. 6)CTvol - Visualization software provides viewing, intuitive and flexible control of 3D-model texture, transparency, and versatile moviemaker. 7)CTvox - Visualization software provides 3D volume rendering visualization (using a different approach than CTvol). This notice of intent is not a request for competitive proposals. Any responsible sources who wish to identify their interest and capability to provide this equipment or equipment that is compatible must notify this Contracting Officer at Bridget.Kornish@va.gov NLT Monday October 26, 2015 by Noon EST. Telephone responses will not be accepted. Upon receipt of the interested parties' notification, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations.
