- THIS IS A REQUEST FOR SF-330's, AND NOT A REQUEST FOR PROPOSAL. The Veterans Affairs Medical Center in Canandaigua, NY is seeking the services of a qualified Architectural Engineering (A/E) firm with specialized experience to provide parking lot design services on the Canandaigua campus. This acquisition will be fulfilled utilizing the SF-330 short list process. Therefore, if your firm does not have an SF-330 on file, or you wish to update previously submitted SF-330's, please do so by e-mailing to Emily Lindsey, Contract Specialist Emily.Lindsey2@va.gov by 3:00PM EST on November 20, 2015. This project will include but is not limited to the following: ENGINEERING DESIGN SCOPE OF SERVICES. EXISTING CONDITIONS Parking Lot 7 has undergone resurfacing and parking space additions in recent years. The Lot currently contains approximately 78,928 S.F., with 2 entries - exits at the North and South ends. Prior site maps may have also labeled this lot as Lot 8 or the George Bush Parking Lot. -2011 Additional 11,638 S.F. and resurfacing of the main lot of 53,290 S.F. -2014 Additional triangular area of 100' x 280' +- 14,000 S.F. Lot 7 also contains 5 - Double light poles roughly bisecting the north south axis, 3-Double light poles to the East and 3-Single light poles with coverage on the West edge. Several buried utilities bisect Lot 7 -Buried steam and condensate carriers bisect the southern portion of Lot 7, located between the concrete access vault which is North West of Building 16 and the pedestrian tunnel to the North of Building 8. A RicWil test well is located above the carriers. -Storm Drain generally bearing from North West to South East. -Electrical service to light poles. -Data and communications cabling. -An abandon steam carrier. The open area south of Lot 7 also contains underground utilities. -Water line with PIV. -Natural gas line. -Storm water line, man hole and inlet grating. -Electric. -Data and communications. -Condensate carrier from Building 10 (Laundry). - A/E SCOPE OF SERVICES Provide all engineering and design to enlarge the existing Lot 7 to the maximum extent possible generally bound by the limits of the roadway to the North and West, the property line and fence to the East, and the utility configurations and ancillary structures to the South including steam access vaults, AHU, Building 10 and Building 16. Include storm water drainage design for parking lots, regrading, engineered fill, and detention structures as required. Include necessary storm water direction, containment, gutter and curb addition as necessary for compliance with mandated regulatory agencies for VA Medical Centers. Such compliance will include but not be limited to a NYS SWPPP for the Canandaigua facility so that the Medical Center may obtain a SPDES General Permit for Storm water Discharges. Provide specifications and construction period services as required by the SPDES General Permit for Storm water Discharges. Provide hydrology analysis of existing and new storm water capacity, connection and discharge locations. Provide additional underground storm water control measures as necessary for compliance with applicable regulations and Codes. Provide design for regrading and subsurface modifications as required to facilitate storm water control measures. Provide landscaping and engineered erosion mitigation design. Provide for relocation of utilities and features such as entry and exit curbing and the water main PIV for optimal design. Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, etc. to provide a complete assessment of the proposed work. This should include a pre-set number of visits included in the proposal. Site and utility pdf and TIFF files have been archived by Dataflow (goDATAFLOW.com). The AE shall preform search of electronic files for additional reference and design. Provide engineering and design for additional Lot 7 lighting and control. Provide a new parking space layout which is appropriate for maximum capacity and optimal traffic flow and safety. Survey the existing parking capacity and designated parking spaces. Provide comparison between current and future capacities. Consult with VA Medical Center Grounds and Transportation regarding design enabling efficient snow removal. Provide complete electronic plans in pdf and AutoCAD format and fully edited specifications in pdf and Word format sourced from VA Technical Investigation Library (TIL) based specifications. Include an execution package Scope of Work narrative summary of the work. Provide an independent analysis of all underground utilities for inclusion in design. Such analysis shall not be limited to ground penetrating radar, access by the AE of existing project plans and data, and review of pertinent VA documentation. Other work shall include: -Construction period services including RFI review and response. Contractor Submittal and Shop Drawing review. Site visits and inspections. Completed As-Built drawings in AutoCAD and pdf format. -Execution release package Specifications and Scope of Work shall contain but not be limited to the following inclusions. The execution contractor shall provide a certified testing laboratory for subsurface preparation, compaction, and materials compliance. The testing laboratory shall provide via the execution contractor written test report to the VA COR. Testing results not meeting standards contained in the specifications shall be removed and replaced by the execution contractor. The execution package shall include provisions to verify all underground utilities and replacement of all damaged items. Conduit, cabling and base for Blue Light Emergency and Security Camera poles. Designate spaces for Visitor and handicap parking. ADA transit curbing. Review adjacent project design and as-built documentation including but not limited to the following: "Steam Line Replacement 528A5-14-554 performed by RJR Engineering. P.C. REFERENCE DRAWINGS 1.2902 - Parking Site Plan.pdf 2.Existing Condition Survey Post Utility March 2013.pdf 3.NEW PARKING.pdf 4.Lights-2.pdf The scope of the execution package shall include but not be limited to the following. -Execution package Plans and Specifications. -On-site inspection of testing per specifications. -Construction traffic control with professionally printed directions. -Construction phasing to aid redirected parking strategy. -Parking stripe and directional signage painting -Red - Line drawings. -Commissioning. SCOPE OF SERVICES A.A/E Design Submittals: The submittals below are required: Conceptual (10%) a.Initial site visit to become familiar with VA Facilities personnel, the site and site conditions. b.Concept design and recommendations defining the design approach. c.Confirm design approach, deliverables and schedule. Design Development (35%) a.Meetings as required. b.Site investigation and surveys. c.Analysis of subject utility services. Mid-Design (60%) a.Advanced design and architectural/engineering planning. b.Outline specifications. c.60% Drawings of existing subject utilities. d.Repair and Replacement draft drawings. e.Draft specifications. f.Preliminary cost estimate, schedule of submittals. g.Site survey reports and analysis. h.Response to previous submittal review comments. Un-Reviewed Final Design a.Complete submittal of design drawings, specification and cost estimate for final review. b.Prior to the submission of the un-reviewed final drawings and specifications, the Architect-Engineer shall conduct a narrative walk-thru with the COR for each of the trades included in the project to demonstrate that the work shown on the drawings can be physically constructed as depicted. The trades shall include, but not limited to, Civil, Architectural, Structural and Mechanical. The designer for each trade shall be present at the walk-thru which will encompass all the physical areas affected by the project. Upon completion of the walk-thru, the VA will give direction to the Architect-Engineer whether the design may proceed to completion as shown or whether some re-design is necessary. The walk-thru shall be scheduled by the Architect-Engineer in a manner that will allow corrections before the un-reviewed final submission due date. Required corrections will not excuse the Architect-Engineer from submitting the un-reviewed final drawings and specifications on time. c.Response to previous submittal review comments. Final Design (100%) a.Submittal of final design drawings, specifications, including material submittal listing, finish schedule and cost estimate. b.Final design drawings shall be prepared in both pdf and CAD format. Final specifications shall be prepared in both pdf and Word format. c.Response to previous submittal review comments. B. Provide expeditious engineering responses to all design/conflict questions encountered during the construction term. C.Construction Period Services: Solicitation Phase: 1)Provide bidding assistance and evaluation. 2)Provide written clarifications to questions (RFI) about the specifications and drawings that are submitted by prospective bidders and/or offerors prior to submission of offers. Written responses shall be prepared and forwarded to the VA Contracting Officer and COR and not to the bidder/offeror. Construction Phase 1)Provide a minimum of 4 on-site inspections for critical testing required by the specifications. 2)The Architect-Engineer is expected to be available within 48 hours after the VA requests a site visit. Submit cost per additional on-site inspection. 3)Provide contractor shop drawing and material submittal review, recommendation and approval evaluation for the Contracting Officer's Technical Representative. 4)Provide written clarifications to questions (RFI) about the specifications, drawings and site conditions. Provide bulletins for omissions. 5)Provide review and evaluation of contractor's fee proposals and contract changes to the Contracting Officer and the Contracting Officer's Technical Representative as required. 6)In process field inspection of critical testing required by the specifications. 7)Final inspection and final Punch List. 8)As-Build drawings (CAD). D.Schedule of Fees: The total fee of all A/E services performed under this Task Order will be as negotiated unless further modified in writing by the VA Contracting Officer. Requests for payment for services shall be made following the completion and acceptance of each submittal stage checked below. Partial payments during construction, including site visits, may be approved based on the percentage of work completed. G.Construction Estimate: The A/E will provide an estimate of total construction costs at each review in the R.S. Means format, suitable for editing thereafter by the VA.
