- Description
- The purpose of the market survey is to locate potential industry sources capable of providing the following for the Small Tactical Radar - Lightweight Synthetic Aperture Radar (STARLite) Payload System: depot-level repair, sustainment, logistic/configuration management, engineering support, and acquisition of payload spares. The STARLite Payload System is composed of the Small Tactical Radar - Lightweight Synthetic Aperture Radar (SAR)/ Ground Moving Target Indicator (GMTI) Radar hardware/software components. The STARLite SAR/GMTI program is an Acquisition Category (ACAT) III program. The STARLite is a lightweight, high-performance, all-weather, multi-functional radar system that is integrated onto the multi-purpose Gray Eagle Unmanned Aircraft (UA) and Persistent Surveillance System- Tethered (PSS-T) Large platforms. The STARLite generates quality images for use by battlefield commanders for the detection and classification of commercial, wheeled vehicle-size targets, as well as the location and tracking of moving ground targets. STARLite also provides a tactically responsive asset with wide area, near real-time reconnaissance, surveillance, and target acquisition capabilities. It operates throughout the UA's flight mission profile in adverse weather and through battlefield obscurants to provide the battlefield commander with increased situational awareness. When integrated onto the PSS-T Large platform, STARLite incorporates Ground and Dismount Moving Target Indicator (GMTI/DMTI) capability. The STARLite Payload SAR/GMTI radar is comprised a B-Kit which contains four (4) Line Replaceable Units (LRUs); LN-251 INS/GPS, Electronics Assembly (EA), Antenna Assembly & Power Supply (PS), and an A-Kit which consists of; mounting hardware, cables and blower assembly. Required support is as follows: a) Engineering Support for STARLite hardware (HW) and software/firmware (SW/FW) for the payload b) Materials for updating, maintaining, and sustaining the STARLite Payload c) Logistic/configuration management d) Associated Support& Testing tools e) Training f) Equipment retrofit; g) Field Service Engineers (FSEs) and Field Service Representatives (FSRs) to provide system integration, testing, training, operation and maintenance support of the system at designated CONUS/OCONUS sites h) Depot level repair on the system. Repairs shall include but not limited to End items, LRUs, Shop Replaceable Units (SRUs) and repairable components Interested vendors are required to provide an approach on how to meet the above requirements and be able to demonstrate the ability to support immediately due to the ongoing need for fielded STARLite systems support. The planned acquisition is a one (1) year contract. The Government anticipates contract award in 3QFY16. The contract is to be a hybrid contract to include Firm-Fixed-Price (FFP), Cost-Plus-Fixed-Fee (CPFF) and Fixed Price Incentive Fee (FPIF) Your response to the Sources Sought Notice (SSN) will be treated as information only. The request does not constitute a solicitation for proposals, or the authority to enter into negotiations to award a contract. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in the response. The Government does not intend to pay for the information submitted in response to the SSN request. The current provider is Northrop Grumman Systems Corporation (NGSC), 1580B W Nursery Rd, Linthicum Heights, MD 21090. NGSC maintains support/configuration management of hardware internal modules and maintains the software source code. The Government does not have detailed documentation on hardware modules or the software source code. Consequently, the Government does not have the detailed documentation or source code to provide to a third party. A technical data package is not available. Responses to the market survey as a potential source of the described support/services are due within 30 days of the posting date.
