THIS IS NOT A SOLICITATION. BEP-RFI-16-0291 This is a request for planning purposes and information only, and does not constitute an invitation for bids, requests for proposals, quotes, or an indication that the Government will contract for the services contained in this notice. The Government will not reimburse recipients for any cost associated with the submission of the information being requested or reimburse expenses incurred to the interested parties for responses. Your response to this Request for Information (RFI) will be treated as information only. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their responses. No funds have been authorized or received for this effort. The U.S. Department of the Treasury, Bureau of Engraving and Printing (BEP) is interested in identifying contracting entities that can provide Uniform Dry Cleaning Services for the BEP Police, Washington, D.C. The contractor shall provide all necessary labor, equipment, tools, materials, supervision, transportation, and other items and services necessary to perform best value commercial laundry, dry cleaning, alterations, and repairs for the uniform clothing of the assigned police officers in accordance with industry standards and the Government Statement of Work. Uniforms may consist of the following: 1. Shirts (long and short sleeve) 2. Pants 3. Jacket, Lightweight 4. Jacket Liner, Lightweight Blue 5. Service Coat, Ceremonial 6. Hat 7. Tie 8. Training Uniform Shirt 9. Training Uniform Pant The BEP seeks to identify contractors that can perform dry cleaning services for BEP Police Uniforms. Items shall be picked up and dropped off at Department of the Treasury, Bureau of Engraving and Printing, 14th & C Streets, SW, Washington, DC 20228. No formal solicitation document exists at this time. The proposed NAICS code is 812320 Dry-cleaning and Laundry services (except Coin-Operated) and the size standard is $5.5 million. Specifically, BEP is interested in companies that are able to perform the requirement. Those interested are requested to provide a company profile of their ability to perform the requirement, including the name of the business, DUNs number, and responses to the specific questions listed below. 1. Company Name, point of contact, email address, telephone and web address. 2. Are you able to provide a key staff person capable of passing the mandatory background security investigations and meet the Government's need to have stability and continuity of your workforce during the duration of the contract. 3. What is your staffing contingency plan if/when key personnel and staff persons are removed from the contract for any reason (e.g., promotion, attrition, long term illness, impropriety, death, etc.) so as not to interrupt contract requirements? 4. What percentage of work, if any, would be done by subcontractors? If so, what are your quality control measures? Please provide your business size. At this point in the procurement process the BEP is performing market research to determine the interest of SDVOSB, VOSB, HUBZone, 8(a), WOSB and SB. Only firms interested should send their information and/or capability statement to include addressing the questions above by email to Mr. David Wallace, david.wallace@bep.gov, no later than 12:00 PM Eastern Time, October 23, 2015. No phone calls will be accepted. Information shall also include: Name of your Company, POC name, phone numbers, email address, SAM certification, and indicate the Socio-economic status i.e. SDVOSD, VOSB, HUBZone, 8(a), WOSB and/or Small Business.
