- The purpose of this contract is to support the engagement of clinical data research network (CDRN) and their node in the testing and piloting of various tasks associated with the Patient Matching Aggregation and Linking (PMAL) initiative funded to support the Patient Centered Outcome Research Network (PCORnet) The PMAL initiative will identify the best patient attributes to standardize for matching patients to their data across clinical, and claims data sets, and identify algorithms that can be used to reliably perform patient matching in these contexts. PMAL will also enable the development of Privacy and Security Application Program Interfaces APIs (P&S API) specification guides and artifacts (reference implementations, profiles and developer resources) that will describe the technical infrastructure necessary to enable real-time linking and matching of patients with associated claims and clinical data. Reference implementations and profiles will be need to be piloted and tested with the open participation of the health IT community, industry leaders in security and subject matter experts and the CDRNs. The resulting standards and tool sets will safely match patients to their information, make additional medical resources available to providers and practitioners and grant researchers timely access to clinical data. The government plans to establish an indefinite-delivery, indefinite-quantity (IDIQ) procurement vehicle whereby ONC can procure administrative oversight necessary to identify pilot sites.
