- Redacted J&A In accordance with Federal Acquisition Regulation (FAR) Subparts 16.2 and 16.3, the Contracting Officer has determined that the proposed effort contemplates the need for a Cost-Plus-Fixed-Fee (CPFF) - Level-of-Effort contract line item type. The determination is based on the following: T he scope of work for the Contract Line Item Number (CLIN) was analyzed to determine the most advantageous approach and contract type to perform the required efforts, based on the maturity and definition of the scope of work. The cost of performing work under this type of contract cannot be estimated with enough accuracy to permit the undertaking of the work for a fixed price. Contract type that is flexible and permits changes as the work progresses is considered to be appropriate for this procurement, Therefore, a cost-plus-fixed-fee, level-of-effort contract is recommended for this procurement. SSP intends to enter into this agreement with Trident II Research, Austin, TX 78758, because Trident II Research is the only known source that has detailed knowledge of the engineering principles involved with the PILS system, required to support FBM flight missions, detailed knowledge of and experience with integrating the operations of PILS with the unique Strategic Weapons System (SWS), and FBM hardware, and a thorough understanding of and experience working with the Instrumentation support platforms (Launch Area Support Ship (LASS), Navy Mobile Instrumentation System (NMIS)) used in conjunction with PILS during FBM/SWS test operations.
