Description
Savannah River Nuclear Solutions (SRNS), managing contractor for the Savannah River Site (SRS) in Aiken, SC, for the Department of Energy (DOE) is seeking resources capable of performing remedial closure of two inlet basins, an ash basin and a coal pile runoff basin. The inlet basins, ash basin and coal pile runoff basin are unlined, earthen containment structures originally built on grade (ground elevation). The area impacted by the presence of ash, coal fines and/or contaminated soil covers is approximately 55 acres. Wet ash in an ash basin will be consolidated by moving ash from the western portion of the basin to the eastern portion of the basin. Wet ash and contaminated soil from the inlet basins; coal fines and contaminated soil from a coal pile runoff basin; and additional ash from an area east of an ash landfill will also be placed into the eastern end of the ash basin as well as ash from some of the roads around the ash basin, (total approximately 330,000 cubic yards). Approximately 60% of the ash basin is vegetative, to include trees, scrub and grasses, which will be removed and appropriately dispositioned as part of the project, (approximately 18 acres). A new berm will be constructed within the ash basin to accommodate the size reduction of the basin. A final cover system (approximately 20 acres) will be constructed over the consolidated materials within the eastern end of the ash basin consisting of a 6 inch compacted soil base layer, a soil foundation layer, a geosynthetic clay liner (GCL), geosynthetic drainage layer (GDL) and a 20 inch compacted soil cover layer, 4 inches of top soil and sod. The inlet basins and the western end of the ash basin will be re-graded for proper drainage. Portions of the existing west and south ash basin berms and the east inlet basin berm will be lowered. Coal fines and contaminated soil in the coal pile runoff basin will be removed and placed into the eastern end of the ash basin. The basin berms will be regraded, clean fill placed in the basin bottom, and all disturbed areas grassed. The coal pile runoff basin will be converted into a storm water retention basin. Additional work associated with the coal pile runoff basin includes modifications of an existing storm water system to reroute flow back into the coal pile runoff basin. The bulk quantities stated above are estimated and being supplied for a rough magnitude of the work required for this solicitation. This scope of work shall be under Davis-Bacon Act and awardee shall be signatory to SRNS Site Alliance Labor Agreement. Solicitation shall be issued for open competition, including large businesses.
