Description

In accordance with FAR 6.305, Justification and Approval to Procure Using Other Than Full and Open Competition is provided for the award of the following contract: Vencore Labs Inc. dba Applied Communication Sciences (ACS) was awarded a cost- plus-fixed-fee contract under N66001-15-D-0271 on 29 September 2015. The period of performance for this action commenced on 30 September 2015, and the period of performance consists of a Base Period of twelve months, Option Period I of twelve months thereafter, Option Period II for twelve months thereafter, and Option Period III for twelve months thereafter. ACS is the only contractor capable of responding due to the unique and specialized nature of work involved. The order satisfies a need for technical support services in National Security and Emergency Preparedness by enabling Next Generation Network Priority Services over the IP Multimedia Subsystem and Long Term Evolution networks. This acquisition provides technical support services for the Office of Emergency Communications (OEC) and Space and Naval Warfare Systems Center Pacific (SSC-PAC) Code 55310, Wireless Communications Branch. Justification & Approval is attached.
