Sole Source Justification Statement Commercial Items Clauses Buhler DNDL 44 Parts List THE GOVERNMENT INTENDS TO AWARD A SOLE SOURCE CONTRACT FOR repair parts for Buhler DNDL 44 Cooking Extruder. BACKGROUND: The Buhler DNDL 44 Extruder is used daily to produce fish feed for an ongoing fish dietary research project. The main screw elements and the splined shafts have worn out and are now causing damage to the extruder barrel sections. They need to be replaced, and these parts have very tight tolerances. Use of third party manufactured parts would void our warranty by Buhler, and could harm the rest of the system if they are not machined to the very tight tolerances specified by Buhler. Buhler, Inc. is a direct sale company and does not have a dealership network. Buhler, Inc. Parts list is attached. AUTHORITY CITED- The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government will award the contract resulting from this solicitation to the responsible offeror whose quote will be Best Value to the Government. The commercial items clauses are attached. Tax Exempt #720564834F. Evaluation criteria will include and is not limited to contractor past performance, strict adherence to specifications, and timeliness of delivery. FOB Destination. The USDA is requesting that schedule contractors extend additional discounts to the USDA when making responses to this Solicitation. GSA contract schedule holders are able to offer one-time discounts from established Schedule contracts. Schedule contractors can give one buying member a discount without passing the discount on to the entire federal government. In essence, this provision allows the contractor to offer and the government to avail itself of spot pricing in the commercial market
