- Description
- The National Oceanic and Atmospheric Administration (NOAA) Acquisition and Grants Office Eastern Acquisition Division located in Norfolk Virginia, proposes to negotiate a contract modification on a basis of other than full and open competition in support of the Advanced Weather Interactive Processing System (AWIPS) of the National Weather Service (NWS) with Raytheon Technical Services Company LLC. The contract modification will extend the contract for six (6) months and will contain two (2) three (3) month options. This contract modification will cover the period from February 17, 2016, through August 16, 2016. Should the contract options be exercised then the contract will be extended through February 16, 2017. This action is required to extend the current contract to ensure the completion of key product improvements and sufficient transition time to hand off a stable software baseline in support of the new contract. It is mission critical to sustain continuity of services and seamless operations of the NWS. This acquisition is to provide uninterrupted contractor support services to meet the operational mission of the NWS. AWIPS serves as the primary system for NWS forecasters, providing an extensible architecture to allow for highly available data communications, processing, and meteorological and hydrologic display capabilities in an integrated environment. AWIPS ingests observation, sensor, and model data input, processes these data into weather products, allowing forecaster interaction in product creation, and disseminates these products to the public and specific stakeholders. This mission critical system is the backbone for NWS to fulfill its mission of protecting lives and property. As a result, AWIPS must maintain the highest possible level of availability, throughput and data quality in order for the NWS to effectively complete its mission. The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1), as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Raytheon Technical Services Company LLC, (Raytheon) is uniquely qualified to provide these services to NWS/AWIPS based upon Raytheon having ten (10) years of experience under its existing contract with NWS operating and maintaining AWIPS, and they have been the sole company developing the new software baseline for AWIPS (termed ‘AWIPS II') and are uniquely qualified to complete key product improvement initiatives dependent on the activation of the AWIPS II Migration project. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, any firm that believes that it can provide the services as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
