- VETS 2 DRAFT RFP RESPONSE TEMPLATE J.P-9 GSA Form 527 J.P-8 DIRECT LABOR RATE RANGES J.P-7 Cost Price Template J.P-6 Past Performance Rating Form J.P-5 Relevant Experience Project Template J.P-4 Document Verification and Self Scoring Worksheet J-3 CYBERSECURITY POLICIES AND REGULATIONS J-2 Labor Categories and BLS Service Occupational Classifications J-1 PERFORMANCE REQUIREMENTS SUMMARY DRAFT SOLICITATION - VETS 2 GWAC The U.S. General Services Administration (GSA) is seeking feedback on this draft solicitation from Service-Disabled Veteran-Owned Small Business concerns (SDVOSB) for the follow-on contract to the current GSA Veterans Technology Services (VETS) Governmentwide Acquisition Contract (GWAC). The VETS GWAC, which will expire February 1, 2017, is a result of Executive Order 13360. Among other related directives, Executive Order 13360 directed GSA to establish a GWAC reserved exclusively for SDVOSB firms. The successor to the current VETS GWAC, which will be called Veterans Technology Services 2 (VETS 2), will be restricted to SDVOSB prime contractors. Through VETS 2, GSA continues its support of the SDVOSB Procurement Program, while helping federal agencies achieve their socioeconomic objectives and fulfill mission requirements. GSA's GWACs provide the federal government access to a wide range of information technology (IT) services-based solutions. Like the current VETS GWAC, VETS 2 will enable the federal government to obtain IT services-based solutions from highly qualified SDVOSBs. This draft solicitation provides the SDVOSB IT community and other stakeholders an opportunity to provide feedback to the VETS 2 acquisition team regarding the draft solicitation. Specific instructions on submitting feedback for consideration are included in the attachment named "VETS 2 Draft RFP Response Template". This draft solicitation is not a solicitation for Government services. No awards will be made from this draft solicitation. Responding to the draft solicitation is voluntary. The associated documents are being posted for market research purposes. Feedback to this draft solicitation must be submitted to VETS2@gsa.gov, using the provided response template, by close of business October 28, 2015. GSA also recommends interested parties join the VETS 2 GWAC Community on GSA Interact at: https://interact.gsa.gov/group/vets2. Additional information, including frequently asked questions regarding the draft solicitation and updates on the acquisition schedule, may be shared by the Government through this Interact page up until release of the final solicitation, expected in 2016.
