- Clauses Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Under this requirement, the US Army, Corps of Engineers (USACE) intends to award a commercial, firm fixed price contract. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2005-83, effective September 3, 2015. This requirement has been 100% set-aside for a small business under NAICS code 334118, Computer Terminal and Other Computer Peripheral Equipment Manufacturing. The US Army Corps of Engineers intends to purchase two (2) 24-inch Touchscreen Monitors Brand Name or Equal to the salient characteristics of a VarTech - VT240PHB3-12P-1-RU-2800-MM OR AbraxSys - SRD-PM-240 in accordance with the Statement of Work (SOW) (see Attachment 1), dated September 2015, entitled Panel Mount Touchscreen Monitors. All quotes shall include shipping costs FOB Destination to the delivery address as specified in the attached Statement of Work (SOW). All quotes shall include deliver dates expressed in days or weeks from award date. DEADLINE: Responses to this RFQ must be signed, dated, and received via electronic mail to the USACE Contract Specialist, Kimberly Wheeler at kimberly.wheeler@usace.army.mil. Quotes are due no later than 11:00 PM CST (Central Standard Time) on 28 Sep 2015. Responses should be marked with solicitation number W912DY-15-T-0384; these and all other correspondence may be directed to the above POC. Contractor must submit a proposal in accordance with the following contract line (CLIN) with quantity, price per unit and the extension price. CLIN 0001 - QTY - 2 EA; 24" Panel Mount Touchscreen Monitor with the following specifications: - 1920x1080 native High Definition Resolution - ability to extend to 1920x1200 - Very Bright Active Matrix or Sunlight readable TFT Display - 1000 nits (cd/m2) - High-Luminance Solid-State LED-enhanced Backlighting - Optical Bonding of Touch Screen - NEMA 4 (IP65) Rated Front Bezel and Rear Enclosure - HDMI, VGA, Display port video inputs - High Contrast Ratio & Definition - Manual Front Dimming Control - Optically bonded Resistive USB Touch - Wide Color Gamut - Energy Efficient, Low Power Consumption - Anti-Reflective Protective Window - RoHS Compliant ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Copies of FAR clauses/provisions may be accessed via the internet at www.arnet.gov. Inspection and Acceptance: Will be performed by the Government All responsible sources may submit a bid or proposal. All offerors must register in the System for Award Management (SAM) database before they can be awarded a contract. You may register at http://www.sam.gov. SAM information, or help, is also available by calling 1-866-606-8220. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis. Evaluation factors are listed under FAR 52.212-2 on Attachment 2. It is incumbent upon the offeror to submit sufficient information for the Government to determine technical acceptability, successful and satisfactory past performance and price. Failure to submit sufficient information for the government to determine technical acceptability, past performance or price may be cause for rejection of your quote. The Government intends to award without discussions. However, reserves the right to hold discussions, if necessary. Therefore, offerors should provide their best possible proposal from a technical and pricing standpoint.
