Description
Statement of Objectives JOFOC The ABI System is a proposed agency wide web application that will be used by the Agricultural Marketing Service (AMS) Programs that provide fee based services. Although the services provided by the different AMS Programs differ slightly from each other, they can be aligned under four basic service types: inspection, grading, auditing, and lab analysis. AMS seeks to develop one system that will support the collection of customer information, work activities, and billing data; generate account summaries; allow for the transfer or bridge of data between existing AMS and Departmental systems (e.g., FMMI and WebTA); provide a wide range of reports; issue assessment certificates; and provide a customer online access portal to service activity and billing information. AMS intends to meet this requirement with the acquisition of iSTARS, a commercial off the shelf application developed by Aquas, Inc. The software will be tailored to meet any AMS's requirements it does not fulfill already. The contract will be initially for 15 months, with an option for maintenance/enhancements for an additional year. This is a notice of intent and is not a request for competitive quotations or proposals. Firms that believe they can provide a software product that meets the requirements stated in Statement of Objectives are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information to the Contracting Officer by the closing date of this notice. All information received will be considered by the Government to determine if more than one firm can meet the Government's requirements and is capable of providing an equal or superior product/services. All responses must be in writing and should be emailed to BeverlyS.Brown@ams.usda.gov. Questions concerning this acquisition must be in writing and directed to BeverlyS.Brown@ams.usda.gov. Responses must be received by 2:00 P.M. central time on October 20, 2015 at 3:00 pm eastern time.
