- NASA/GSFC has a requirement for Accelerated Proton beam time service which will be applied to Mars-analog sediment samples. The requirements for these services are as follows: Background Marsanalog sediments will be exposed to high-energy protons at doses equivalent to geological time scales (10s of millions years) in order to determine the change in organic molecular chemistry due to 200 MeV proton exposure at the surface of Mars and the influence of salt chemistry on these changes. Scope The contractor shall expose the provided sediment samples in glass vessels to 200 MeV protons at a dose rate sufficiently high enough to achieve a total dose of 0.25x10^6 Gy for select samples and 0.5x10^6 Gy for others. The contractor shall provide pertinent beam parameters at the time of the experiment. Requirements 200 MeV proton beam at least 2-cm diameter spot size of 15% or less uniformity capable of total dosages of 0.5x10^6 Gy within 12 hours and total dosages of 0.25x10^6 Gy within 6 hours (not including set up time) cost rate of <$800/hr beam time completion of total dose accumulation during the following time window: Feb 2016 and Sept 2016 Deliverables or Delivery Schedule The contractor will return the exposed samples to the GSFC Radiation Safety Officer once the radiation level is below regulated limits. This is expected to be 8- 10 months after exposure. Government-Furnished Equipment and Government-Furnished Information The GSFC customer will provide the samples in a container ready for proton beam exposure. Place of Performance The work will be performed at the contractors site. Period of Performance October 1, 2015 to Sept 31, 2017 This extended period of performance accommodates the cyclotron schedule, exposure time, and the extended cooling off period required for radioactive samples. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.g ov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than 12:00PM EST September 25, 2015. It is the quoter's responsibility to monitor this site for the release of amendments (if any).
