- This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-15-Q-3791. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. NAICS Code is 511210. Size standard is $38.5 Million. NUWC Division Newport intends to purchase the following items on a Firm Fixed Price basis. These items will be ordered under a CLIN structure as shown below: CLIN ITEM DESCRIPTION Qty. Total Value (FFP) 0001 ProLaw Software License 11 0002 Annual SW Maintenance 11 0003 Application Training (Webex) 1 0004 Product Overview (Webex) 1 0005 Product Plan Development 1 0006 Setup, Configuration, and Consulting 1 0007 ODCs - Travel 1 Total Contract Price Required delivery is 31 December, 2015 (earliest delivery is preferred). F.O.B. Destination Naval Station Newport, Newport, RI. It is expected to place a purchase order with Thomson Reuters Elite, Inc. NUWC determined Thomson Reuters Software is the only known source able to meet the Government's minimum needs and schedule at a reasonable price. NUWC made this determination based on proprietary rights to the only known legal software approved under the current NUWC and Navy IA requirements. The Navy would incur a significant risk of major delays and potential work stoppage in critical testing and research legal support which directly supports the fleet.
