- PUBLIC ANNOUNCEMENT OF INTENT TO AWARD ON A SOLE SOURCE BASIS DYNATEST CONSULTING, INC. Provide and install the Dynatest Road Surface Profiler MK IV with Geocators onto government owned Dynatest HWD and tow vehicle. The installation of the Dynatest Road Surface Profiler (RSP) will measure longitudinal profile (International Roughness Index (IRI) and Ride Number (RN)) and transverse, profile, rut depth, macrotexture, geometrics (crossfall, curvature, and gradient) of airfield pavement. This equipment shall be used simultaneously while collecting information using the Dynatest HWD equipment for airfield load evaluations. Contractor: Dynatest Consulting, Inc PO BOX 4286, Bryan, TX 77805. The value of the contract is expected to be under $150,000. The Government intends to negotiate directly with Dynatest Consulting, Inc. No solicitation will be issued. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals, or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals, or quotations received in response to this notice. However, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. A request for documentation will not be considered as an affirmative response. The Government will be the sole determiner regarding a company ™s ability to meet all requirements. If no responses are received within 3 business days after publication of this notice before 5:00PM EST, to the effect that obtaining services from an alternate source is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made. No questions will be addressed. All responses must be submitted to the Government point of contact at the email address sharan.lind@navy.mil. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government This purchase will be under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under FAR 13.106-1(b). The rationale that only one responsible source Dynatest Consulting, Inc., exists is based on: Dynatest Consulting, Inc is the only professional firm that can provide the and install the Dynatest Road Surface Profiler MK IV with Geocators onto government owned Dynatest HWD and tow vehicle necessary to perform the tasks outlined above; Dynatest Consulting, Inc is the sole manufacturer and Dynatest Consulting, Inc is the sole distributor.
