Description
The Virgin Islands National Guard is conducting market research for interested vendors. Potential offerors must be an authorized partner or reseller of Harris brand name products and possess the ability to set up accordingly. Any offerors interested in proposing on this requirement must submit a capability statement, proof of partnership with Harris Company. This is not a solicitation. The government is under no obligation to accept any potential offer. High Frequency (HF) Radio Communications are identified as Contingency Communications for the Virgin Islands National Guard (VING) once the Primary and Alternate communications have failed. HF Radio spans the frequency band from 3 MHz - 30 MHz and is used primary for medium range (10km-80km miles) and long range (500km-3000km). During Hurricane season 1 June - 30 November, the VING is required to conduct weekly HF communications checks with the National Guard Bureau in Arlington, Virginia which is approximately 2500km NW from the Joint Force Headquarters located on St. Croix. The VING also conducts weekly HF checks with Task Force Bravo and VITEMA located on St. Thomas which is 60 km N from the JFHQ-VI. Other VING sites identified to use HF Radio are Task Force Alpha and Army Aviation, both located on St. Croix. The National Guard Bureau provides licensed software for the HF Radio programming AND for digital messaging from Harris Corporation. The Harris Corporation radio programming application (RPA v6.3) is required to transfer the radio settings and subscribers (54 total) from a laptop to the Harris Radio. The digital messaging software, RF-6760W, integrates Harris-developed data transmission techniques with Commercial-Off-the-Shelf software for fast and reliable information transfer. The use of the RPA and RF-6760W are essential for both voice and digital communications using the NGB directed mode of ALE and 3G. NGB has requested that all messages sent via HF are sent using digital messaging and to use voice only when digital messaging fails. Currently all communications are without encryption. A VING HF Radio system requires four hardware components along with communications cables in order to successfully communicate: Radio, Base Station w/Power Amplifier, Dipole Antenna w/mast, and Antenna Coupler.
