- NASA/GSFC has a requirement for a Multichannel Electronics Unit for the Balloon Experimental Twin Telescope for Infrared Interferometry (BETTII). Additional information on items needed are as follows: 1.3-MDM Multichannel Electronics Unit 2.Strtospheric-flight cooling assembly 3.Vicor-based power supply assembly and custom cables 4.Associated test hardware 5.Readout 41x32 array of Transition Edge Superconductor (TES) Bolometers at 50 MHz 6.Support for PID feedback mechanism 7.Support for two-stage Superconducting Quantum Interference Device (SQUID) amplication 8.Support for per-pixel SQUID first stage biasing 9.Support for per-pixel SQUID second stage feedback 10.Support for low-noise TES biasing (< 50 nanoVolts/Hz^1/2) 11.Support for low-pass filtering (Four pole Butterworth) 12.Support for phi0 jump correction 13.Support for automatic feedback clamping 14.Support for external clocking 15.Delivers subsampled data to PCI card using fiber communication 16.Supporting software and documentation NASA/GSFC intends to purchase the item from The University of British Columbia. It is our understanding that The University of British Columbia is the only vendor that can supply the requirement based on the custom MCE electronics specifically to work with the TES Bolometer arrays being used on BETTII. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Odessia Becks via e-mail at Odessia.H.Becks@nasa.gov, not later than 4:30 p.m. east local time on September 28, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
