- This solicitation is being amended to dissolve the small disadvantaged business set-aside, extend the solicitation to the 25th, and to move the site visit to the 23rd. This requirement will be a 100% total small business set-aside. ------------------------------------------------------------------------------------------------- 1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; this is a Request for Quotation (RFQ) and a written solicitation will not be issued. 2) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83 and Defense Change Notice 20150826. 3) The standard industrial classification code is 2591, NAICS is 332312, Small Business Size Standard for this NAICS code is 500 employees. 4) Description: a) CLIN 0001 - See PWS and attachments for Sun Shade Structure specifications. See Attachment for other specifications 5) Delivery shall be F.O.B. Destination to: 27 CPTS/FMFL Attn: Capt. Rachel Flannery 211 Levitow BLDG 1820 Cannon AFB, NM 88103 Period of Performance: 45 AFTER ISSUANCE OF NOTICE TO PROCEED THERE WILL BE A SITE VISIT FOR ANY INTERESTED PARTY who wishes to attend to view the area where the structure is required and to see what avenues for completion may be utilized. The site visit will be on September 23rd at 0900. All questions asked during the site visit will be answered in an amendment to the solicitation and the site visit is NOT mandatory. Please reply VIA e-mail if you wish to attend the site visit. The following provisions apply to this acquisition: FAR 52-212-1 Instructions to Offerors - Commercial Items FAR 52.212-2 Evaluation - Commercial Items: This provision is incorporated by reference, and paragraph (a) is modified to read as follows: (a) This is a competitive best value source selection in which the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, and other factors considered. The Government intends to make award to the lowest priced technically acceptable offeror. The Government intends to award without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest. The following listed are evaluation factors that shall be used in the evaluation process: 1. Price 2. Technical Capability: Technical Acceptability is achieved when the offeror provides proof that the products meet the minimum standards of Item Descriptions, the stated Schedule, and Quality Products (specified attachment or Equal) (i.e., products brochures and/or products data shall be attached to the price proposal). *All offerors shall submit technical description of the products being offered in sufficient detail in addition to the price proposal, to evaluate compliance with the requirements in this solicitation. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Commencement, Prosecution, and Completion of Work (Apr 1984) The Contractor shall be required to (a) commence work under this contract within 5 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 45 Days.* The time stated for completion shall include final cleanup of the premises. (End of Clause) 52.211-12 -- Liquidated Damages - Construction. Liquidated Damages -- Construction (Sept 2000) (a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $34.14 for each calendar day of delay until the work is completed or accepted. (b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.
