Description

NOTICE OF INTENT TO AWARD SOLE SOURCE NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER: The Department of Veterans Affairs, SAO West - Network Contracting Office (NCO) 22, for the VA Long Beach Healthcare System (VALBHS), Engineering Service (138) intends to solicit and negotiate with one source, Air Link International. The statutory authority for restricting competition under Simplified Acquisition Procedures (SAP) for Limited Source, commercial item acquisitions below the Simplified Acquisition Threshold (SAT), currently $150,000, is 41 U.S.C. 1903, as implemented by FAR 13, Air Link International, the sole distributor and manufacturer of the VALBHS pneumatic tube system and only Air Link certified technicians have access to their proprietary service manuals and are authorized to perform the required preventive and corrective services. The North American Industry Classification System Code (NAICS) is 238290 with a size standard of $15M. The small business dissolved. This requirement is set aside for small business concerns. No solicitation package will be issued. This notice of intent is not a request for competitive quotes; however, any firm that believes it can meet the specifications above may give written notification to the point of contact no later than 3:00 P.M., (PST) on September 25, 2015. Responses received may be evaluated; however, a determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government.
