- DESCRIPTION: The U.S. Army Contracting Command, Rock Island, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems, Picatinny Arsenal, New Jersey, 07806-5000 is conducting a Market Survey to locate potential manufacturers to produce new M1002 and M865 Tank Training Cartridges and to also recapitalize M865 and M1002 Training Cartridges currently in inventory. The M865 and M1002 recapitalization efforts will include the replacement of the cartridge case and/or the propellant. This 120mm Tank Training Ammunition will be used to fill FY17-FY21 Army/USMC requirements. The projected rate of new production for the M1002 Training Cartridges is 15,000 - 30,000 each per year. The projected quantity for the recapitalization of M1002 Training Cartridges is approximately 42,000 each in FY17, and 5,000 each in FY18 and FY19. A Low Rate Initial Production program of 10,000 each of new production M865 Training Cartridges is anticipated to begin in FY20 with 20,000 each new production in FY21. The projected recapitalization rate for the M865 Training Cartridges is 20,000 - 40,000 each per year. New M1002 cartridges and recapitalized M865 cartridges are to be delivered within 12 months of the contract or the execution of the option. Initial orders for M865 new production and M1002 recapitalization cartridges are to be delivered within 18 months. SPECIFICATIONS: The M1002 and M865 new production shall be manufactured to a U.S. owned Technical Data Package (TDP). For reference: M1002 TPMP-T (Target Practice Multipurpose with Tracer) Cartridge: NSN 1315-01-509-3555, PN 13006739. M865 TPCSDS-T (Target Practice Cone Stabilized, Discarding Sabot with Tracer), NSN 1315-01-288-5545, PN 12900347. Distribution Statement F, "Distribution to be determined by the controlling Department of Defense (DoD) office," applies to both the M1002 and M865 TDPs. No TDP will be provided to interested sources at this time. PLANNED ACQUISITION: The Government contemplates an award of a Firm Fixed Price (FFP) Contract, to include a base year and four (4) evaluated FFP Options. It is anticipated that two awards will be made to produce new M1002 cartridges, recapitalize M1002 cartridges, produce new M865 cartridges, and recapitalize M865 cartridges. Manufacturers shall have the capability of producing 30,000 each new production M1002 Training Cartridges per year; 20,000 new production each M865 cartridges per year; recapitalizing 40,000 each M865 Training Cartridges per year; and recapitalizing 25,000 each M1002 Training Cartridges per year. Information submissions must be received not later than 15 calendar days of this publication date. All information supplied will be considered company proprietary, unless otherwise specified by the company or available from other sources without restriction. All information is to be submitted at no cost or obligation to the Government. All contractors interested in this potential future solicitation must be registered in the System for Award Management (SAM). The Government reserves the right to reject, in whole or in part any private sector input as a result of this market survey. This market survey is for information and planning purposes only and shall NOT be construed as a Request for Proposal (RFP) or an obligation on part of the Government. The Government does not intend to award a contract on the basis of this market survey.
