- THIS SOLICITATION/REQUEST FOR QUOTATION IS FOR GSA SCHEDULE HOLDERS ONLY AND IS SET-ASIDE FOR GSA SCHEDULE SMALL BUSINESSES. OPEN MARKET RESPONSES WILL NOT BE CONSIDERED FOR AWARD. PLEASE LIST YOUR GSA CONTRACT NUMBER THAT IS BEING USED FOR THE PRICING ON YOUR QUOTATION. NOTICE: The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) is issuing the following "Brand Name" Request for Quotation (RFQ) to Small Business GSA Schedule contract holders for Hewlett Packard (HP) access control serves as outlined here in. BRAND NAME JUSTIFICATION: This brand name justification is written under the authority of 41 U.S.C. 2304 (c) (1) as implemented by FAR 6.302‐1(c), 11.104 and 11.105. The NETL requires the brand‐name items because the National Energy Technology Laboratory (NETL) currently utilizes the included standard Hewlett Packard equipment brand. In order to maintain compatibility, interchangeability of hardware of existing equipment; these specific brand name products must be adhered to. Interested Small Business, GSA Schedule holders are strongly encouraged to submit their quotation on the RFQ Standard Form 18 (RFQ), and provide all supporting documents, as necessary, via the GSA E-Buy (or FEDCONNECT)portal. The vendor's quotation may also be accepted via email. Vendors may email their quote to the Specialist assigned to this requirement, Mr. Robert Mohn, at Robert.Mohn@netl.doe.gov, by the due date and time indicated in Block 10 of the RFQ SF-18. Mr. Mohn can also be reached by telephone at 412-386-4963, e-mail Robert.Mohn@netl.doe.gov. If submitting a quote via E-Buy (or FEDCONNECT), please do not submit via email. EVALUATION: An award shall be made to the lowest priced, technically acceptable quote. The Government reserves the right to request vendors provide documentation that validates they are an approved and authorized reseller of the brand/manufacturer, and that the products/services quoted meet the exact match/brand‐name requirement(s). Selection will be based on the vendor?s quotation that is considered technically acceptable with the lowest firm‐fixed price quote. The Government anticipates issuing a single award from this RFQ. To be considered for award, vendors must quote on all items/services listed in the solicitation. Vendors shall submit descriptive literature detailing features, technical capabilities and warranty data (as necessary for an acceptability determination by the Government). The technical acceptability determination will be based on the quotation(s) with an exact brand name/item (part) number only as those included within this RFQ. Items quoted must be an exact match of the product. NO SUBSTITUTION ITEMS proposed will be considered for award.
