Senior Law Enforcement Development Advisor Yerevan, Armenia Issuance Date: 09/16/2015 Closing Date: 10/06/2015 SOLICITATION NUMBER: PSC-15-061-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. The INL section administers bilateral law enforcement programs in Armenia. The contractor shall assist in (1) assessing immediate Armenian law enforcement needs; (2) developing, implementing, monitoring, and evaluating law enforcement training initiatives; (3) providing the Armenian Police with guidance on standard operating procedures, staffing standards, management skills, and development of special units; (4) assisting the police patrol units of the Armenian Police in developing a strong public relations process to work with the public; (5) assisting the Government of Armenia in promoting and implementing systemic, organizational, legal and regulatory development of the civilian law enforcement sector; (6) upon the departure of the INL Director in the summer of 2016, the contractor will assume the responsibilities of the INL Director and will manage, coordinate, and supervise roughly $2 million annually in INL programs throughout Armenia, while ensuring compliance with all relevant budgetary and programmatic guidance, regulations, and financial controls and will supervise the daily activities of the INL locally employed staff. The Senior Law Enforcement Development Advisor will provide advice and support to the INL Director and colleagues, and representatives of development and law enforcement agencies at the Embassy. The Senior Law Enforcement Development Advisor will work closely with officials at the Armenian Police. Upon assuming the functions of the INL Director, the Advisor will represent INL in internal and external meetings, ceremonies, and representational events as required. The Advisor will articulate and promote U.S., Mission and INL policies and goals, and provide programmatic guidance and analysis of developments in the Armenian law enforcement sector to the Mission, INL, and Washington. PURPOSE The purpose of this Personal Services Contract (PSC) position is to provide a Senior Law Enforcement Development Advisor for the INL section in Armenia. This individual will serve as the in-country program coordinator for providing program implementation, direction, and execution oversight of the U.S. law enforcement assistance program. The Senior Law Enforcement Development Advisor will manage projects that include law enforcement academy development, assessment of in-service training and equipment requirements of the Armenian police, implementation of required training by appropriate subject-matter experts and practitioners, and technical advice on procurement of appropriate equipment. Upon the departure of the INL Director, the PSC Advisor will serve as the in-country program coordinator for implementation, direction, execution, and oversight of the INL portfolio in Armenia. Duties & Responsibilities 1.Assesses host country law enforcement needs; manage, prioritize and evaluate USG-sponsored law enforcement assistance projects under the guidance and direction of the INL Director, and keep him/her informed of the details of such implementation, including progress and problem areas. 2.Coordinates with other components of the host country's criminal justice system to ensure system-wide integration and functionality. 3.Provides strategic planning and development of all phases of the law enforcement program in coordination with the INL team. Such efforts include project execution from study period and development, through acquisition and implementation, including planning, scheduling, budgeting, monitoring, and coordination among vendors, contractors, and Armenian Government officials. These duties will include resolution of conflicts and other issues. 4.Advises the Armenian police on best practices for institutionalizing police reforms, including organizational changes; tactical, operational, and strategic planning; training, and community outreach and engagement. 5.Communicates and coordinates with other donors to avoid duplication of effort; for example, coordination with the Organization for Security and Cooperation in Europe (OSCE) on law enforcement training initiatives is key. 6.Serves as a liaison with representatives of other U.S. Embassy agencies involved in law enforcement, including but not limited to, the Department of Justice, the Department of Homeland Security, the U.S. Agency for International Development, and the Drug Enforcement Administration. 7.Provides advice and assistance in preparation of documentation for procurement of systems and equipment, including drafting of electronic Purchase Authorization (PA/T) requests, bid solicitation, statements of work, requests for source-origin waivers, sole-source justifications, and delivery and acceptance of systems, supplies and equipment procured. Will serve as a Contracting Officer Representative on contracts and Grants Officer Representative on grants as needed. 8.Drafts and provides advice and assistance in the preparation and formulation of required strategic reports such as the Operation Plan and Mission Performance Plan to the U.S. Congress, INL Bureau, and other U.S. federal agencies. Provides input, per INL Washington guidance, to the annual budget development process. 9.Attends and reports on general law enforcement meetings, national and international conferences and seminars, and meetings with Armenian government officials. 10.Participates in visits by senior officials and serves as an escort or control officer, including arranging itineraries and logistical support for official visitors. 11.Briefs State Department, Congressional and other visiting officials and Embassy staff on the role of the INL section and the status of U.S.-Armenian law enforcement projects and related initiatives. 12.Prepare regular reports for the INL Director, the Political/Economic Chief, the Deputy Chief of Mission and INL Washington on various program requests, cables, Congressional Notifications, and briefings as requested. 13.Serves as the Head of the INL Section upon departure of the INL Director, which will include supervision of INL locally employed staff. The Senior Law Enforcement Development Advisor will manage, coordinate, and supervise all phases of the INL-funded programs in Armenia, including sustainment upon completion of projects. The Advisor will ensure projects fall within program guidelines as notified to Congress, and will supervise financial operations to include some procurement planning, budget preparation, and will monitor financial activity. Assures that regular financial reports are sent to INL and assures compliance with INL financial management regulations and publications. Relationships The Senior Law Enforcement Development Advisor will work under the direct supervision of the INL Director. This individual will initiate projects and execute approved new programs under general supervision. The INL Director will review the timeliness and effectiveness of the individual's work. Upon departure of the INL Director in summer 2016, the Senior Law Enforcement Development Advisor will report to both the Deputy Chief of Mission and the Political/Economic Chief at the Embassy, and receive programmatic direction from the INL office in Washington. Complexity Individual must be able to assess host country law enforcement needs, and develop and manage law enforcement projects in coordination with host-country officials, ensure sustainability of projects through provision of appropriate training and maintenance, and have the ability to integrate competing needs of U.S. law enforcement, development, and security agencies, and Armenian government entities involved in law enforcement. The individual must be able to manage multiple projects well and have strong interpersonal communication skills. The individual must also manage staff and report to INL Washington. Scope and Effectiveness: The Senior Law Enforcement Development Advisor performs a broad range of tasks related to a complex foreign assistance program in Armenia. INL programs have a significant impact on embassy operations, including those of other USG agencies. Personal Contacts: The Senior Law Enforcement Development Advisor will work closely with other INL personnel, Embassy Management Section personnel, other embassy USG law enforcement agencies, contractors implementing INL projects, host country counterparts, and INL Washington. Preferred Qualifications: •Experienced in the planning, budgeting, and operating of law enforcement assistance programs. •Experienced working and/or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID, etc.), the United Nations and host nation entities. •Knowledge of transnational organized crime. •Experience working with law enforcement and criminal justice reform programs. Minimum Qualifications 1.Citizenship: Must be a U.S. citizen, able to obtain a Department of State secret security clearance. 2.Education: Must have a Bachelor's degree from an accredited institution. 3.Foreign Language: N/A 4.Computer Skills: Strong working knowledge of MS Outlook, Word, Excel, PowerPoint. 5.Communications: Proven ability to communicate effectively, both orally and in writing. 6.Work Experience: Must have a minimum of ten (10) years of professional-level work experience in the area of U.S. law enforcement, in a position that involved arrest powers. Three (3) years minimum experience teaching basic, advanced or specialized law enforcement training courses. 7.Three (3) years minimum experience in senior management roles that include strategic planning, resource management, budgeting, oversight and evaluation and active management of law enforcement operations. 8.Decision Making: A demonstrated ability to make sound decisions in a timely manner is vital. Must have initiative, well-developed problem-solving skills, flexibility, receptivity, and creativity in dealing with problems and conflicts. Ability to multi-task, working on and bearing responsibility for several simultaneous projects while keeping the overall program goals in perspective. 9.Leadership Experience: Must have a proven ability to interact effectively with a wide range of personnel at all levels of an organization. Previous overseas experience is desirable but not required. 10.Project Management: Should have experience managing special projects, and demonstrate ability to think strategically, meet deliverables within set timelines, and communicate well with external and internal stakeholders. 11.Knowledge: Must be familiar with best practices in law enforcement including, but not limited to, arrest, search and seizure, use of force, use of firearms, defensive tactics, investigations, community policing, leadership/management development, curriculum development, instructor development, and problem solving models. 12.Training: Must take and pass the Contracting Officer Representative and Grants Officer Representative courses through the Foreign Service Institute if hired within the first 90 days of assignment. Evaluation Criteria: Factor 1Law Enforcement: Demonstrated relevant experience in developing, planning, operating law enforcement and narcotics interdiction programs and strategies and ability to coordinate with host nation civilian, law enforcement officials, and members of the donor community. (30%) Factor 2Program Management: Knowledge of program management policies, concepts, budgeting practices, and principles in order to analyze and develop recommendations for program implementation and objectives of the U.S. government. (30%) Factor 3Operations/Planning: Ability to provide operational and planning guidance to all components of a law enforcement program (police reform, investigations, and drug interdiction); to include demonstrated ability to liaise with relevant USG agencies, domestic law enforcement agencies, and the international community for the purpose of sharing information and developing complementary policies and programs. (20%) Factor 4Past Performance: Past Performance of applicant's ability to perform duties assigned related to the position. (20%) COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
