- Question 1. Section C, Paragraph 14.7 QUALIFICATIONS includes the statement "*The government will accept substitution of an additional four (4) years of experience in lieu of one (1) year of formal education for labor categories assigned to this solicitation.*" Is it the Government's intention for this statement to apply to all labor categories or only the categories where the statement appears? Answer 1. No, this statement has been added behind each applicable LCAT to read as follows: "FOR THIS LABOR CATEGORY, the government will accept substitution of an additional four (4) years of experience in lieu of one (1) year of formal education for labor categories assigned to this solicitation." Question 2. Section C, Paragraph 13.0 Key Labor Categories does not identify the Systems Analyst, Senior labor category as a key labor category. However, this labor category is identified as a key category on pages 10, 122 and 123 of the solicitation. Please clarify whether the Systems Analyst, Senior category is key or non-key. Answer 2. One (1) Systems Analyst, Senior should be designated as key personnel in accordance with the solicitation. Question 3. Within the draft SOW, tasking requires the contractor to "prepare and revise engineering drawings" [3.1.g; 3.3.c]; "prepare and update specifications and technical manuals" [3.2.a; 3.3.f]; "shipping of systems, components and parts" [1.1]. We recommend that the Government consider adding the labor categories of technical writer, CAD operator, and shipping & receiving clerk to the solicitation to perform this tasking. Answer 3. No, the Government will not entertain adding these LCATs at this time. Question 4. The page limitations stated for Volume 2, Technical, Understanding of the work is 30 pages which includes the sample task. Since this volume requires offerors to provide a narrative of the offeror's understanding and capability to perform the requirements cited in the SOW along with addressing the sample task, which includes a WBS and schedule, will the government consider increasing the page limit from 30 pages to 40 pages? Answer 4. No, the Government will not entertain increasing the page count at this time.
