- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Walter Reed Army Institute of Research (WRAIR) to procure Microscan Consumables without competition as prescribed in FAR 6.302-1. Specifically, the Government will procure this system manufactured by Beckman Coulter. The WRAIR in Silver Spring, MD hosts a central repository of multi-drug resistant organisms (MDROs). Isolates are sent to the WRAIR from Department of Defense (DOD) Medical Treatment Facilities (MTFs) and other non-DOD MTFs throughout the world. On Sept 18th, 2014, the President of the United States announced a mandate to create an inter-agency Combating Antibiotic Resistant-Bacteria (CARB) task force. According to this mandate, government agencies must catalog and test MDROs for antibiotic resistance patterns and ascertain as much related information, such as mechanism of resistance and types of carried resistance genes, as possible. As part of the mandate, WRAIR must obtain compatible equipment and materials in order to test isolates from those DoD MTF's worldwide which are currently using Beckman Coulter equipment and material. This document requests a purchase of Microscan supplies and reagents to providing the support critical to Infection Control Improvement Initiatives. Beckman Coulter supplies the only consumables that are required to be used with the MicroScan Automated Bacterial Identification and Susceptibility System. In order for WRAIR to maintain a College of American Pathologists (CAP) accreditation and a Central Repository to test Isolates from MTFs, using the Beckman Coulter testing platform, it must be able to continue to procure the consumables from Beckman Coulter. The use of any other reagent with this equipment will result in system malfunction and as a result, will void the manufacturer's warranty. The North American Industry Classification System (NAICS) for this requirement is 334516 and FSC 6640. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to solicit no sooner than 12 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this noticewill be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least twelve (12) days after the publication of this notice, the solicitation will be issued as a sole source. Interested concerns must identify their capability in writing to the above email address listed above no later than 8:00 AM ET, 28 September 2015.
