- RFQ-CO-15-00006 Attachment 3, Provisions Attachment 2, Terms and Conditions Attachment 1, System Part Numbers This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation RFQ-CO-15-00006 is issued as a request for quotation (RFQ) under simplified acquisition procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83, effective 9/03/15. The NAICS is 334519 and the size standard is 500 employees. This solicitation is unrestricted, full and open competition apply. Quotes will be evaluated for best value using Lowest Price Technically Acceptable procedures. Quotes are due on September 23 at 4:30 pm Mountain Time. Quotes and any questions may be sent to the contracting officer, Richard Braun, at braun.richard@epa.gov. The terms and conditions that will apply to any award are included in attachment 2. All quoters must be registered in SAM and complete and return the Agency specific provisions located in Attachment 3. The U.S. Environmental Protection Agency, Region 8 Laboratory, located at 16194 W. 45th Drive in Golden, CO 80403, needs a Pontoon Vertical Profiler system to conduct water and meteorological sampling. Quotes must be brand name or equal. The manufacturer, model, and salient characteristics of the system are listed here and in Attachment 1. The manufacturer is YSI Incorporated, 1700/1725 Brannum Lane, Yellow Springs, OH 45387. The part numbers for the various components of the system are listed in Attachment 1. The salient characteristics are: -System must be able to simultaneously and continuously collect water and meteorological data from bodies of water including rivers, lakes, and reservoirs at different depths throughout the ice free part of the year. -System must be able to deliver data collected in real time via a cellular/internet interface. The data will be used to make real time decisions about water quality to include unsafe water conditions (potential harmful algal blooms, etc.). -System must have rugged exterior that is designed to secure the scientific equipment and help prevent vandalism. -System must be compatible with an YSI EXO2 multiprobe -System must be capable of conducting vertical profiles up to 50 meters in depth at user defined intervals -System must have ruggedized winch controller and assembly -System must include CDMA cellular modem telemetry hardware and software -System must include meteorological data hardware such as temperature, barometer, humidity, wind speed, and compass/azimuth capabilities -System must include: depth sounder; visual aids ;radar reflector and LED beacon; battery power assembly with solar regulator. -System must have warranty comparable to brand name source.
