- Synopsis:PRESOLICITATION NOTICE Geochemistry of Coso N39430-15-R-1726 The Navy intends to competitively solicit and award a Firm Fixed Price contract to a small business to provide a commercial item (services) as required by the Navy Geothermal Program Office (GPO). The solicitation, as planned, will be a 100 percent set-aside for small business. The NAICS code is 541690. The Product Service Code is B599. The required services are to be provided during a base year, starting the effective date of contract award, and additionally, during any and all option years as exercised by the Government. The exercise of an option requires a Determination by the Contracting Officer. Only the base year will be funded upon award of the contract. With options exercised (requiring funding to be added incrementally), the total term of the contract will not exceed 60 months. The Contracting Officer anticipates an award of a contract no later than February, 2016. The pre-award scheduled includes the posting of a Solicitation to the FedBizOpps website in late September or October, 2015. If a small business wants to indicate to the Navy, during the presolicitation phase, its specific capabilities for the required services, communication to the contact person identified for this Synopsis is encouraged. Such communication may include identification of any socio-economic certifications or other designations relevant to federal acquisition and inclusion of both the DUNS number and CAGE code for the business is encouraged. NOTE: the capture and ongoing use or targeting of the email address for the Navy contact person for future digital marketing and promotions is strongly discouraged. BACKGROUND The Navy Geothermal Program Office (GPO), NAVFAC EXWC code PW68, is the Department of Defense lead agency for geothermal exploration, development, and resource management. The Coso geothermal field is located at Naval Air Weapons Station (NAWS), China Lake, California. The GPO is co-located at China Lake. GPO is within the Naval Facilities Engineering Command (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC). The GPO is code PW68 within EXWC. The EXWC command is located at Port Hueneme, California, where the Acquisitions Department (ACQ) is located. The EXWC code for the Contracting Officer and Contract Specialist supporting the GPO acquisition requirements is ACQ71. A completed contract, N62473-13-M-4624, had a requirement similar to the one described in this Presolicitation (Synopsis). A gap of several months has occurred between the completion of N62473-13-M-4624 and the current pre-award effort by the Navy to ensure a new contract is awarded for the ongoing Geochemistry of Coso requirement. DESCRIPTION OF SERVICES REQUIRED The requirements described below shall build on and extend beyond the work previously accomplished under purchase order N62473-13-M-4624. The requirements will be presented as a Performance Work Statement in the Solicitation and the contract as awarded. Requirement 1: Update the fluid-geochemistry database The Contractor shall update the established GPO Coso geothermal field fluid-geochemistry database (MS Access-based) of all geochemical analyses from brine and gas samples collected in the field to date. The Contractor shall both compile and evaluate the quality of the new data using established Quality Assurance/Quality Control (QA/AC) protocols, or equivalent with prior Navy approval. The Contractor shall recommend and establish (with Government approval) additional QA/QC protocols for new analyses as they are added to the GPO Coso database. The geothermal database includes analytical results such as major constituents, minor and trace element constituents, gaseous species and isotopes, and standard chemical measurements such as Eh, pH, and TDS, and shall be obtained from the GPO. Since the vast majority of emergent geochemical data will come from the Coso geothermal development contractor (COC), under contract to the Navy, evaluation of the quality of these data will allow the Contractor to assess the COC sampling and analytical protocols and procedures. The Contractor shall recommend modifications to the geochemical monitoring program of the Coso geothermal contractor ( a party under contract with the Navy), as appropriate to ensure the program is maintained at or above geothermal industry standards for a geothermal resource of this type and magnitude (see Requirement 3, below). The Contractor shall perform field health and fluid augmentation monitoring and providing recommendations for geochemical sampling techniques and process at the Coso geothermal field. The Contractor shall gather and analyze extant and emergent geochemical and isotopic data to monitor the geochemistry of the Coso geothermal system. The purpose of this effort is to provide a geochemical expertise that the Navy does not possess internally, expertise that is a critical component of the GPO program that protects the Navy equity in the Coso geothermal resource. The Contractor shall continue the compilation and evaluation of all Coso geothermal system geochemical analyses from brine and gas samples, including a variety of gaseous species and isotopes. Based on evaluation of these data, the Contractor shall assess the operational sampling and analysis protocols and procedures currently in use at Coso. The Contractor shall recommend modifications to these protocols and procedures, as appropriate to ensure the program is maintained at or above geothermal industry standards. The Contractor shall provide findings and recommendations in a detailed report to the Government for the base year of the contract and also for each option year that is exercised. Requirement 2: Perform Geothermal field health and fluid augmentation monitoring The Contractor shall perform field health and fluid augmentation monitoring and providing recommendations for geochemical sampling techniques and process at the Coso geothermal field. The Contractor shall conduct enthalpy monitoring of the reservoir geochemistry with changes in fluid flow characteristics and wellhead and subsurface pressure/temperature data provided by the GPO and COC. Such monitoring shall be conducted on both a field-wide and individual well basis. The Contractor shall use geochemical data to examine and predict reservoir effects of various injection fluids, such as: cold water augmentation, hot production fluids, cool/cold production fluids, cool steam condensate, concentrated brine, brackish local groundwater, and low TDS groundwater. A significant component of Requirement 2 will be a focus on the chemical and isotopic characteristics of the Coso geothermal fluids through the utilization of a variety of noble gas and stable isotopes. Requirement 3: Provide Recommendations The Contractor shall investigate and recommend new techniques and processes, which will contribute to the understanding within the Navy regarding the geochemistry of the Coso geothermal system, particularly the relationship of reservoir injected fluids to host rock, source rock, heat source, reservoir conduits (plumbing), water augmentation, other physical parameters, and time. DELIVERABLES Reporting requirements will be provided in the Solicitation. The Navy will include a Contract Data Requirements List (CDRL) as an attachment to the Solicitation and the contract award, for the specification of due dates, subject matter, and other details as applicable for requisite reports. MEETINGS AT THE GPO, CHINA LAKE, CALIFORNIA The Solicitation will identify the plan for any meetings that the GPO intends to hold with the Contractor present. APPLICABLE DOCUMENTS 1.
