- NASA/GSFC has a requirement for Micro Pulse Lidar System and Polarization Control Package. The specifications for the Micro Pulse Lidar System and Polarization Control Package are listed below: Qty(2) Wavelength 532 nm, 2500 Hz PRF, 18 cm beam diameter, single channel photon counting detection, control electronics and data system package. Manuals and Operating Procedures. Qty(2)Polarization Control Package includes electronic control of polarization state, and two-channel photon counting data acquisition. Item 2 must be ordered with Item 1. The instrument description is as followes: (1)Laser Transmitter: 532 nm, diode-pumped solid state laser, frequency doubled Nd:YVO4, 2.5 kHz pulse repetition frequency, >25 uJ/pulse, M2 <1.2, 0.3 mm beam diameter, Windows control software interface. Transmitted beam 6-8 uJ/pulse, expanded to fill telescope aperture. (2)Receiver: Cassegrain design, transmission >85%, clear aperture 180 mm. Field of view 100 urad full angle nominal. (3)Lidar Range Resolution: 5, 15, 30, 75 m selectable. (4)Averaging Time Selection: 1 second to 15 minutes 59 seconds. (5)Detection: Single channel photon counting for MPL Type 4 standard system. (6)Data System and Software: Photon counting and analog signal measurement for temperature and laser energy, MPL control and USB interface. Notebook computer included. (7)Calibrated NIST traceable laser energy monitoring to 7% absolute accuracy. (8)Power Requirements: AC 120/240 V, 50/60 Hz, 5A. Options: Polarization Control Package:This option includes measurement of co-polarized and cross-polarized backscatter with the lidar for depolarization characteristics. The transmitted beam alternates between the two polarization states, and the photon counting data is collected using a single optical train, and sorted electronically in the multichannel scalers. NASA/GSFC intends to purchase the items from Sigma Space, pursuant to Far 13.106 for the acquisition of supplies or services determine to be reasonably available from one source. Sigma Space Corporation is the only manufacturer of the Micro Pulse Lidar (MPL)used by MPLNET. The MPL is based on the license they hold to sell commercial MPL products patented by NASA GSFC. The Sigma MPL instrument are already in wide spread use in the NASA MPLNET project, and are the only 532nm polarized lidar accepted for use in the MPLNET PROJECT. Sigma is the only commercial lidar that meets all of our procurement requirements. The Government intends to acquire a commercial item using FAR Part 12. The Government intends to award using FAR Part 13 and Subpart 13.5 " Test Program for Certain Commercial Items" Interested organizations may submit their capabilities statement to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on September 22, 2015. Such statements will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an statement which shall be considered by the agency.
