Description
Hewlett Packard hardware and software This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 3. The associated North American Industrial Classification System (NAICS) code for this procurement is 811212, with a small business size standard of $27.5 Million. The Office of Procurement Services on behalf of the Office of the Chief Information Officer is seeking to purchase new Hewlett Packard hardware and software to support mission critical applications. This hardware and software will accommodate the "Fair Pay and Safe Workplaces" and Office of Unemployment Insurance's Weekly Release Publishing systems and enable the expansion of the Disaster Recovery functionalities between OCIO's primary Silver Spring Data Center (SSDC) and the backup site in St. Louis, Missouri (STL). All interested companies shall provide quotes for the following: (See attachment labeled Equipment List) Period of performance: 30 days from date of the award. The vendor will verify the complete order for accuracy before delivering by shipment to the Department's Data Center at the ByteGrid facility in Silver Spring, Maryland: Place of Performance U.S. Department of Labor - Silver Spring Data Center Attn: Terry Adcock 12401 Prosperity Drive Silver Spring, MD 20904 Basis of Award: The Government intends to make award to the responsive offeror that provides the Best Value to the Government based on Technical Acceptability, Price, Delivery Timeframe and Past Performance. Award will be made to the offeror proposing fair and reasonable prices who meet ALL required technical specifications and who comply with ALL solicitation requirements. The following contract clauses apply to this acquisition: The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34, 52.246-1. Manufacturer/Federally Authorized Distributor: To be considered for award, all Sellers must be manufacturer/ federally authorized distributors of the equipment/services they are offering with a demonstrated capability of delivering the entire order within the time frames specified by the Buyer on the award. Sellers may be required to provide documentation as proof of authorization to be considered for award. Equipment Requirement New equipment ONLY, NO grey market or refurbished products. Items must be in original packaging, never used, and not altered in any way. Components of the requested equipment, to include memory, must be manufacturer-approved and may not be compatible, remanufactured, or refurbished equipment. All items must be covered by manufacturer's warranty and procured through a manufacturer approved distribution channel. Sellers must be able to document their ability to provide items through manufacturer approved distribution channels upon request. The Seller confirms to have sourced all products submitted in this Bid from manufacturer-approved channels for Federal sales, in accordance with all applicable laws and manufacturer's current applicable policies at the time of purchase. Seller must be able to support both the product sale and product pricing, in accordance with applicable manufacturer certification / specialization requirements. If software is provided or included, Seller shall, upon request, provide Buyer with a copy of the End User License Agreement. Seller certifies that all software is licensed originally to Buyer as the original licensee authorized to use the software. Instructions to Offeror All offerors shall submit the following: 1 copy of the quote. All offers shall be sent via email to graham.nashaunte@dol.gov This is an open-market combined synopsis/solicitation for supplies as defined herein. The government intends to award a contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all proposals must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" Offeror shall list exception(s) and rationale for the exception(s). Submission shall be received not later than September 25, 2015, 12:00 pm, EST at graham.nashaunte@dol.gov. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
