- The U.S. Army Corps of Engineers Rock Island District is seeking System for Award Management (SAM) Database registered businesses that can provide the following: Natural Resource Investigations in the Upper Mississippi River Basin, Mississippi Valley Division (MVD) and the Chicago District (LRC) of the Great Lakes Division. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal or quote or an invitation for bid. Particularly, the purpose of this NOTICE is to gain knowledge of potential System for Award Management (SAM) Database registered businesses interested and capable of performing this work. DESCRIPTION OF WORK: Work includes, but is not limited to: assist the Rock Island District of the U.S. Army Corps of Engineers in its ongoing program of natural resource investigations at various locations primarily within the Upper Mississippi River Basin, which includes the Rock Island, St. Louis, and St. Paul Districts, and could potentially occur within the Memphis, Vicksburg, and New Orleans Districts in the Mississippi Valley Division (MVD), and the Chicago District (LRC) in the Great Lakes Division. Investigations may take place on Federally-owned projects or in areas (Federally, State or privately-owned) that are under study for proposed Federal projects. The Contractor's first concern with performance under this contract shall be the safety of the public, the Contractor's personnel, and the Corps' personnel. 1.1 Services may include, but are not limited to: species surveys and environmental resource inventories; habitat evaluation/assessment methodologies; statistical evaluation; environmental restoration and habitat improvement; wetland delineation; data collection including literature searches; preparation of mitigation plans; technical reports; draft text for environmental assessments or environmental impact statements; laboratory analyses; computerized data base creation and management; vegetation identification and mapping; biological assessments for endangered species; scientific training (e.g., vegetation or mussel identification, wetland delineator certification); habitat improvement /restoration plans and designs (to include Adaptive Management and monitoring plans); recreation studies/surveys; biological diving surveys; provision of biological expertise in specified subject areas; genetic analysis; and GIS mapping. 1.2 Services may be required anywhere in the Mississippi River drainage basin, within the Corps of Engineers MVD (Exhibit 4; MVD map), or LRC. However, services will primarily be required within the Upper Mississippi River Basin, which includes the Rock Island, St. Louis, and St. Paul Districts. 1.3 The work and services required under this contract shall be completed by the Contractor within the time negotiated and specified in each work order.
