- The U.S. Army Contracting Command-New Jersey (ACC-NJ) Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems (OPM-CAS) is conducting a market survey to identify potential sources that are capable of manufacturing and delivering M751, M775, M781 Point Detonating (PD) Practice Fuzes in the FY16-FY17 timeframe to be provided to the Load/Assemble/Pack (LAP) facilities for mortar cartridge ammunition for the US Army, Air Force and Marine Corps. The estimated quantity to be purchased is approximately 940,000 PD fuzes with initial delivery required by October 2017 at a combined production rate of 35,000 fuzes per month. Award is planned to be made in 2QFY16. The M751 is a single safe point detonating fuze for use on the M879 81mm Full Range Practice Round. It simulates the appearance of the M734A1 Multi-Option Proximity Fuze (same settings but they are not functional). Smoke and flash are emitted through holes in the rear of the mortar cartridge. It has a pyrotechnic charge of 16 grams. The M775 is a single safe point detonating fuze for use on the M769 60mm Full Range Practice Round. Smoke and flash are emitted through holes in the rear of the mortar cartridge. It has a pyrotechnic charge of 12.5 grams. The M781 is a single safe point detonating fuze for use on the M931 120mm Full Range Practice Round. It simulates the appearance of the M734A1 Multi-Option Proximity Fuze (same settings but they are not functional). Smoke and flash are emitted through the mortar boom assembly. It has a pyrotechnic charge of 16 grams. To be considered as a capable source for this effort, Offerors shall provide the following requested information as follows: a) A summary of their company's capabilities to include: parent organizations, name/address/point of contact identification/email address, capabilities; b) A description of facilities/equipment, manufacturing processes, inspection capability, and personnel; c) Manufacturing past experience as a manufacturer with mortar (60mm/81mm/120mm) fuzes within the last 10 years; d) Evidence of proven monthly production at a minimum rate of 35,000 fuzes per month capacity. e) Possible partnering/teaming arrangements and whether the company is a large or small business. f) The company's ability to begin deliveries in October 2017. There is no Technical Data Package available at this time. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the US Government. All information submitted will be held in a confidential status. The Offeror shall provide all information requested in this notification within 15 days of this publication by electronic mail at no cost to the US Government, to Ms. Nicole Stebal, ACC-NJ-CA Bldg. 10, Picatinny Arsenal, NJ 07806-5000, nicole.a.stebal.civ@mail.mil. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey.
