Description
Specifications of Spectrally Tunable Light Source System The Office of Acquisition and Agreement Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the Physical Measurement Laboratory (PML), intends to negotiate on a sole-source basis with Telelumen LLC, under the authority of 41 US 3304(a)(1), for a set of two light replicators - 16 ch illumination synthesizer set with computer software and accessories. This item is needed for vision experiments on color quality of lighting. Current Color Rendering Index provides score of 100 for all Planckian or Daylight sources at any CCT (correlated color temperature) though perceived color quality significantly degrades at low CCT such as 2500 K and 2200 K. The purpose of this study is to experimentally measure such effects in human vision perception. Sole source determination is based on the following: There is only one source of the spectrally tunable light source system that meet's PML's requirements. This is a special light source for scientific research purposes for precise control of spectrum and color parameters of output light. PML's experiment requires at least 15 channels of light spectra (20 nm resolution of wavelength) that can be controlled by computer software, and correlated color temperature, chromaticity, and Illuminance need to be controlled independently. The source must produce at least 1000 lumens light output for white light. For the details of our specification requirements for the system, see a separate document titled "Specifications of Spectrally Tunable Light Source System" attached. Through an extensive research of the market, solely Telelumen provides this type of a spectrally tunable light source (the product is called "Light Replicator"). All other products found are either for lighting application purposes with 3 or 4 channels of colored lights not for scientific use, or for radiance type sources with many spectral channels for engineering use but produces only about 1/100 of light output than what we need, for viewing of the source, not for illuminating a space. The North American Classification System (NAICS) code for this acquisition is 335122 - Commercial, Industrial and Institutional Electric Lighting Fixture Manufacturing. The small business size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 2:00 p.m. Eastern Time on September 23, 2015 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
