- Solicitation GSAPSB-15-Q-0001 Refurbishment Hygiene Kit This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 and FAR Part 13 Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This notice constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is being issued as Request for Quotes (RFQ) number GSA-FEMA-Q_15-0910. This acquisition is being set aside 100% to small businesses. The North American Industry Classification System (NAICS) code is 325620 Toilet Preparation Manufacturing. The SB size standard for this code is 500 employees. The General Services Administration (GSA), Federal Acquisition Service (FAS), Center for Acquisition Development (CIAD), Professional Services Branch is soliciting quotes to refurbish four expired items in hygiene kits to achieve and maintain a critical stock capability at Federal Emergency Management Agency (FEMA) primary Distributions Center locations. Selected contractors must strictly adhere to specifications and contents in accordance with the attached Statement of Work (SOW). The resulting award will be a Firm-Fixed Price (FFP) contract. Item and Description CLIN 0001 Hygiene Kits Refurbishment Repacked and Shipped to Atlanta, Georgia – QTY 18,745 CLIN 0002 Hygiene Kits Refurbishment Repacked and Shipped to Moffet Field, CA – QTY 10,000 SUBMISSION OF QUESTIONS: The Offeror may begin submitting questions and comments immediately after release of the solicitation through September 17, 2015, at 4:00 PM EDT. Offerors must submit all questions and comments via email to Yong.Foston@GSA.gov and D ominic.lackey@gsa.gov. No other method of submitting questions or comments is acceptable. The CO will post its response to Offerors’ questions and comments on after September 19, 2015. The source of questions will not be identified. SUBMISSION OF QUOTES: Quotes must be submitted via email and must be received no later than September 22, 2015 at 11:00 AM EDT to Yong.Foston@GSA.gov. The Government office designated for receipt of the quotes are the email addresses indicated below. Notwithstanding the provisions at FAR 52.212-1(f) or FAR 52.215-1(c)(3), delivery is not accomplished until the addressee can open the email; delivery to a server or an email inbox on a server is not considered delivery to the designated Government office and the quotes is not under the Government's control until the addressee can open the email. The email shall not be considered to be delivered unless the entire content of the email and all attachments can be read by the addressee indicated above. Receipt of an electronic acknowledgment from the addressee establishes that a record was received but does not establish that the content sent corresponds to the content received. Email attachments are limited to no more than 2MB. Vendors are specifically warned that email may be subjected to spam filters or attachment stripping, please contact the Contract Specialist if you have not heard from the government within 24 hours.
