- RFQ-IL-15-00043 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. Attached find a Justification for Other than Full and Open Competition for the single source. The intended source is CANBERRA Industries, Inc., the manufacturer of the recommended brand name solution of the Colibri survey meters (manufacturer model #EM86789), associated components (primary components manufacturer model #'s: EM75861, EM78766, and EM81933) and software (manufacturer model #EM80642). U.S. EPA does not anticipate any small or large business can satisfy the agency need described below; therefore, this acquisition is not a small business set-aside. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The associated North American Industry Classification System (NAICS) code is 334519 "Other Measuring and Controlling Device Manufacturing", with a Small Business Size Standard of 500 employees. The associated product service code is 5963 "Electronic Modules". The government anticipates awarding one (1) firm-fixed price purchase order as a result from this solicitation by September 30, 2015. The Emergency Response Branch is seeking three (3) weatherproof, radiation survey meters, detectors and associated components for logging accurate very low dose alpha, beta, and gamma data measurements (10 nSv/h to 1 mSv/h) with associated global positioning system measurements at remote emergency response sites. The desired device and associated components is a lightweight handheld device that exports real-time data electronically to data/file texts on personal computers and geographic information systems. The ideal device and components should include Environmentally Preferred attributes such as energy efficiency. The three line items included in the body of the form 1449 include 1) survey meter and associated components, 2) probes and associated components for each radiation survey meter, and 3) associated software for probes and meter. All quotes shall include FOB destination delivery terms. Delivery is requested to be within 90 days from issuance of award. Delivery address is: 77 West Jackson Boulevard, Chicago, Illinois 60604-3507. Delivered product will be reviewed for accuracy and acceptance by the program office. The provision at FAR 52.212-1, "Instructions to Offerors-Commercial", applies to this acquisition. Award will be based upon best value considering price, quality, technical capabilities, and performance. Offeror's should include a completed copy of the provision at FAR 52.212-3, "Offeror Representations and Certifications-Commercial Items", with offer. FAR clause 52.212-4, "Contract Terms and Conditions-Commercial Items", applies to this acquisition. FAR clause 52.212-5, "Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-Commercial Items", applies to this acquisition. Additional FAR clauses and associated agency provisions and clauses are attached and applicable to this acquisition. Electronic submittal of written offers are due by close of business on September 24, 2015, as indicated in block 8.
