- STATEMENT OF WORK Replacement OF CCTV Security System 17N and17S Introduction/Background The VA New York Harbor Healthcare System is dedicated to providing quality health care to veterans using the abilities of all employees supported by our commitment to education and research. We are recognized locally, regionally, and nationally as a leader in quality patient care, positive customer service, medical/allied health education, and health-related research and employment opportunities. We seek to be the provider of choice of veterans and the community by offering an efficient, integrated quality health care system capable of providing a full range of primary, specialty and chronic health care services in a system that is readily accessible and responsive to change. Our key business drivers are quality, financial integrity, patient satisfaction and employee satisfaction. Introduction/Mental Health Units The Veterans Health Administration (VHA) operates one of the world's most Comprehensive mental health care delivery systems. The VA mental health care Continuum covers the full range of mental health problems experienced by Veterans. Access to the appropriate level of care and ongoing continuity of care Are vital facility design issues. Mental health services in VHA are offered along a Continuum of service settings that include Inpatient, Residential, and Outpatient Settings. Within each of these settings, services are provided to promote Recovery and individual potential, with an emphasis on evidence-based practices. Within the inpatient sector, VHA provides a vast array of individualized mental Health services, including but not limited to inpatient services provided in general Psychiatric units and psychiatric intensive care units. In addition to inpatient Services provided on psychiatric units, VHA provides 24-hour, non-acute, Residential rehabilitative and clinical care in Mental Health Residential Rehabilitation Treatment Programs (MH RRTPs) to eligible Veterans who have wide range of problems, illnesses, or rehabilitative care needs. The outpatient component of the VA mental health care delivery system includes wide range of specialized mental health treatment settings, including, but not Limited to, the Mental Health Clinic, Substance Abuse Clinic, Psychology Service (At many facilities), and Psychosocial Rehabilitation and Recovery Center (PRRC), which promotes recovery in Veterans with serious mental illness and Replaces Day Treatment and Day Hospital units in VA Medical Centers. Through Efforts to promote innovation in mental health care delivery and enhance service Access and quality, mental health services are also increasingly being provided in non-mental health specialty settings. This includes, but is not limited to, Primary Care, Community Living Centers, Spinal Cord Injury Centers, and Blind Rehabilitation Centers. For those Veterans with mental health needs who are Also being actively treated for serious medical conditions, mental health services are provided in a medical setting as appropriate. Additionally, VA has integrated mental health services into Community Based Outpatient Clinics. Some of the most common mental health conditions treated in this continuum of Care includes: Mood disorders, including major depressive disorder; Substance use disorders (SUDs); Posttraumatic stress disorder (PTSD), conditions related to military sexual Trauma (MST), and other trauma-related conditions. Veterans Affairs Police and Security The VA Police is the uniformed law enforcement service of the U.S. Department of Veterans Affairs, responsible for the protection and security of the VA Medical Centers and other facilities such as Outpatient Clinics (OPC) and Community Based Outpatient Clinics (CBOC) operated by the VA. The VA Police have several divisions and operate separately but alongside the VA Law Enforcement Training Center (VA LETC) under the umbrella of the Office of Security and Law Enforcement. The primary role of VA Police is to serve as a protective uniformed police force in order to deter and prevent crime, maintain order, and investigate crimes (ranging from summonses to felony offenses) which may have occurred within the jurisdiction of the Department or its federal assets. Some cases are investigated in conjunction with agents from the Office of the Inspector General (VA OIG). The VA Police are an armed, federal law enforcement and protective service entity that operates in and around the various Veterans Affairs Medical Centers, National Cemeteries and other VA facilities located throughout the whole of United States to include Puerto Rico and the United States Virgin Islands. Among others, the VA Police are a specialized federal law enforcement agency, whose officers have full police powers derived from statutory authority to enforce all federal laws, VA rules and regulations, and to make arrests on VA controlled property whether owned or leased. Objectives/Requirements Repair of Security Cameras on Mental Health Units 17 North and 17 South Contractor shall provide all labor and supervision to perform the following services at the New York Harbor Healthcare System - Manhattan Campus located at 423 East 23rd Street New York NY. 17 South Equipment: A. 1F8-EcorHD16F 16 Channel DVR 1TB B. 6 SQ-SCB5000 Color Cameras with 6 2.8-12MMVFAI F1.4 lenses C. 1 Samsung 32" Color LCD Monitor 17 South Labor: A. Replace existing system with 16 Channel DVR. Install 32" monitor, connect existing operational cameras to system. Focus and set up existing cameras. Provide in-service to supervisory personnel - $1,095.00 B. Replace 6 existing cameras with new in existing housings, focus and set up 17 North Equipment: A. 1 F8-EcorHD16F 16 Channel DVR 1TB B. 5 SQ-SCB5000 Color Cameras with 5 2.8-12MMVFAI F1.4 lenses C. 1 Samsung 32" Color LCD Monitor 17 North Labor: A. Replace existing system with 16 channel DVR. Install 32" monitor. Connect existing operational cameras to system. Focus and set up existing cameras. Provide in-service to supervisory personnel. - B. Replace 5 existing cameras with new in existing housings. Focus and set up Product Installation (If applicable) The vendor shall be responsible for determination of and compliance with federal and state or local code requirements, design data, and other factors necessary to design and install the items at the desired location. The system will not require any new construction, space, special wirings etc. Training of Operating personnel (If Applicable) (a) The price quoted shall include contractor responsibility for providing on-site orientation and training of using personnel in operation and care of the equipment furnished. This training shall include actual demonstration and operation of the equipment, preventative maintenance, and any adjustments or other actions which may be undertaken by operating personnel in the event of failure of equipment, provided that such adjustment or action shall in no way jeopardize the Government's rights under contract guarantee clause. Upon completion of installation, this training shall be given by qualified contractor representatives on a date to be determined by the using service POC. Operator and maintenance training shall not be conducted concurrently. All contractor employees and subcontractors under this contract or order are required to complete the VA's on-line "VA Privacy and Information Security Awareness and Rules of Behavior Training" - TMS Code "10176" Contractors must provide signed certifications of completion to the COTR during each year of the contract. This requirement is in addition to any other training that may be required of the contractor and subcontractor(s)." (b) Vendor shall submit training materials and training videos (prepared in CD or DVD format) on each piece of equipment for operation and maintenance. Any available training videos shall be for operation and maintenance and shall not be combined. These training materials and videos shall demonstrate the operation and maintenance of the equipment and any adjustments or other actions that may be undertaken by VA operating personnel in the event of failure of equipment. These training materials and videos shall be submitted to the responsible operations official or his designee prior to beginning of training. (c) The Vendor shall consult with the Contracting Officer Representative or person acting in that capacity regarding the time this training will begin. These officials will be responsible for arranging for the presence of personnel to be trained. Place of Delivery The products and services will be delivered and performed at VA NYHHS - Manhattan Campus Police Service 423 East 23rd Street New York N.Y Time of Delivery This procurement should be completed as soon as possible. Acceptance Procedures Prior to acceptance of the goods or services provided under this contract, inspection and testing will be performed by the Government in accordance with this clause. (a) Upon completing of installation the equipment shall be turned over to the hospital for use. The contractor shall furnish, upon completion of installation, a written notice of readiness for inspection for the Contracting Officer or the COR.
