- Price Proposal Template & Contract Clauses Proposal Instructions & Evaluation Factors Request for New Rulemaking Statement of Work Combined Synopsis/Soliciation The Federal Insurance and Mitigation Administration (FIMA) within FEMA is responsible for administering the National Flood Insurance Program (NFIP) and administering programs that provide assistance for mitigating future damages from natural hazards. The NFIP, established pursuant to the National Flood Insurance Act of 1968 (NFIA), as amended (42 U.S.C. §§ 4001, et seq.), is a voluntary program in which participating communities adopt and enforce a set of minimum floodplain management requirements to reduce future flood damages. In exchange, the FEMA makes flood insurance available within the communities as a financial protection against flood losses. In addition to providing flood insurance and reducing flood damages through floodplain management, the NFIP identifies and maps the 100 year floodplain, also known as the Special Flood Hazard Area (SFHA). In 2012 Congress passed the Biggert-Waters Flood Insurance Reform Act. (Biggert-Waters) Key provisions of this legislation required the NFIP to raise insurance rates to reflect true flood risk, make the program more financially stable, and change how Flood Insurance Rate Map (FIRM) updates impact policyholders. In response to concern expressed over the increased rates imposed by Biggert-Waters, Congress passed the Homeowner Flood Insurance Affordability Act of 2014 (HFIAA). The HFIAA repealed certain parts of Biggert-Waters restoring grandfathering, putting limits on certain rate increases and updating the approach to ensuring the fiscal soundness of the fund by applying an annual surcharge to all policyholders. FEMA is working on rulemakings to implement both Biggert-Waters and HFIAA, as well as making other updates to the program regulations. The rulemaking efforts are referred to as rulemaking #1, "NFIP Updates", and rulemaking #2, "Removal of Write Your Own Arrangement".
