Description
M702, M299, and M752A1 Ignition Cartridges (Market Survey) The U.S. Army Contracting Command-Rock Island (ACC-RI) located at Rock Island Arsenal; Rock Island, IL on behalf of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS) is conducting a market survey to identify qualified sources of producing the M702, M299, and M752A1 Ignition Cartridges. The purpose of this market survey is to obtain current information on the capability of businesses to provide the M702, M299, and M752A1 Ignition Cartridges to the warfighter for FY18-FY22 military requirements. The M702, M299 and M752A1 Ignition Cartridges are comprised of an aluminum head/body assembly that holds a capped paper tube filled with a prescribed amount of propellant. The head/body assembly contains a firing plug that, when dropped down the mortar tube, locally compresses a percussion primer that initiates the energetic train. The primer's output initiates a black powder pellet. The output from the black powder pellet travels through a flash tube to initiate M9 propellant inside the paper tube assembly. The ignition cartridge is loaded with a prescribed amount of propellant capable of providing a muzzle velocity necessary to achieve required 60mm and 81mm HE, FRPC, Smoke and Illumination mortar cartridge ranges. To be considered as a qualified source for this effort, all interested parties must submit the requested information as follows: a) Provide evidence of capabilities including an ability to produce the M702, M299 or M752A1 at a rate of 40,000 units per month b) Manufacturing experience in the M702, M299, and M752A1 Ignition Cartridges or similar products within the past 3 years; c) Description of facilities, personnel (numbers, experience, specialized skill sets), and environmental compliance as it relates to the above production efforts; d) Provide evidence of Quality Assurance in order to support this production program; and e) Provide company name, address, telephone number, email address, technical point of contact, and company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). All contractors interested in this potential future solicitation must be registered in the System of Award Management (SAM). A Technical Data Package is not currently available for this announcement; however, one will be made available should a formal Request for Proposal (RFP) be released at a later date. This market survey is for information and planning purposes only and shall NOT be construed as a Request for Proposal (RFP) or an obligation on part the part of the U. S. Government. The Government does not intend to award a contract on the basis of this market survey. All submissions are requested to be made within fifteen (15) calendar days from the date of this publication at no cost to the U. S.
