Description
This is not a solicitation announcement. This is a Sources Sought publication only. The purpose of this Sources Sought notice is solely for information and planning purposes and does not constitute a solicitation. Please do not submit a proposal in response to this notice. This notice is to assist the VA in the determination of sources only. A solicitation is not currently available. Responses to this Sources Sought Notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Department of Veterans Affairs (VA), Sioux Falls VA Health Care System, is seeking potential Contractors capable of providing a 0.5 Full-Time Equivalent (FTE) Board certified Otolaryngology Physician Services (to include on-call) on site at the Sioux Falls VA Medical Center, 2501 W. 22nd Street, Sioux Falls, SD 57105-1305. These services are solely dedicated to Veteran patients of the Sioux Falls VA Health Care System. The Sioux Falls VA is looking for responses from contractors regarding their capability to provide 0.5 FTE Otolaryngology Physician Services. 0.5 FTE is defined as 40 every two weeks; 1040 hours per year. It is not desirable to break up the 0.5 FTE to include multiple providers. Note: This requirement would require a Drug Enforcement Agency (DEA) registration. Contract providers must possess a medical license and be individually registered with the DEA in South Dakota. Services to be provided include: Contract physician (as appropriate and within scope of practice/privileging) shall be responsible for providing Otolaryngology care, including, but not limited to: "Clinic and Surgical Care: Contractor physician shall provide clinical Otolaryngology services. Contractor physician shall be present on time for any scheduled clinics/surgeries as documented by physical presence in the clinic or operating room at the scheduled start time. "Approximate case load is as follows: o#of patients per clinic: approximately 12-16 per clinic (less for minor procedures) o#of procedures per surgical session: 2-4 cases per surgical timeframe "Operative Services: Contractor physician shall provide comprehensive clinical Otolaryngology services. Typical surgical procedures include, but are not limited to: oSinus Surgery oHead/Neck cancer removal oLaryngoscopy oTonsillectomy oSeptoplasty oRhinoplasty "Intraoperative Follow-up: the Contractor physician shall be present in the operating suite for all Otolaryngology procedures. "Postoperative Follow-Up. Contractor Physician rounds shall be conducted on postoperative ENT patients in the Surgical Intensive Care Unit (SICU) and on the wards. All cases will be discussed in morbidity and mortality conferences, and the contractor physician will provide appropriate information to the COR for inclusion in departmental reports. "Contractor physician shall provide consultative services at the patient's bedside if the patient is not ambulatory and in the clinic setting if the patient is able to report to the outpatient clinic. Procedures shall be scheduled for completion within 30 days of the date of the consult. "Discharge education: Contractor physician shall provide discharge education and follow up instructions that are coordinated with the next care setting for all Otolaryngology clinical or surgical patients. "Off-hours coverage: Contractor must make the contract physician available after hours when the SFVAHCS clinic and minor surgery is closed, including evenings, weekends and holidays. The contract physician must be available at all times for phone consultations with VA physicians. Additional Information: The VA seeks to gain knowledge of potential qualified sources and their size classification (HUBZone, 8(a), small, small disadvantaged or service disabled veteran owned small business) relative to NAICS Code 621111, Offices of Physicians (except Mental Health Specialists); size standard of $11 Million. Responses to this Sources Sought will be used by the Government to make appropriate acquisition decisions and developing a potential procurement strategy. After review of responses to this sources sought synopsis, a solicitation announcement may be published in the FedBizOpps website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond directly to any corresponding solicitation by submitting a proposal. The intended contract period would be for one base year and four, one-year option periods.
