- The Department of Veterans Affairs Mid Atlantic Health Care Network (VISN 6) intends to negotiate a Sole Source commercial item commodity contract. The Hunter Holmes McGuire VA Medical Center located in Richmond, VA, has utilized the Fresenius FMIS system for electronic record keeping in the Hemodialysis unit. Vendor support for FMIS ends in early 2016, thus requiring procurement of a replacement system for continuity of patient records during hemodialysis treatment. Procurement of an electronic record for hemodialysis treatments is required to ensure accurate data entry in the patient record. The record must accumulate patient data from hemodialysis equipment, manual data entry, and laboratory results in VistA, among other sources, into a single document. Patient status and treatment data are to be compiled in this document and sent forward as a PDF into VistA Imaging for addition in the long-term patient record. Procurement is to include licensing, software, hardware, and professional services required to install a fully functional electronic record keeping system in hemodialysis. This equipment will be for the Hunter Holmes McGuire VAMC 1201 Broad Rock Boulevard Richmond, Virginia 23249. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. However, interested parties may submit a capability statement that that demonstrates their firm's ability to provide the services described above. Interested parties must provide rationale as to why they should be considered and identify their interest and capability to this response no later than August 22, 2013, 12pm, EST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Point of contact Anthony D.
