- Notice of Intent The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Canberra Industries, Inc. of Meriden, CT for the procurement of a Low Energy High Purity Germanium (HPGe) Spectrometer for the National Institute of Standards and Technology (NIST), Physical Measurement Laboratory (PML). The Radiation Physics Division of PML has a requirement for a Low Energy High Purity Germanium Spectrometer to support its program in standards development for health care, namely absorbed-dose standards for medical computed tomography (CT). Current standards for absorbed radiation dose in medical CT are based on air kerma, the absorbed dose in air, and rely on extensive conversion protocols to determine patient dose; there are no measurement standards for the direct assessment of CT absorbed radiation dose inpatients currently available. To develop such standards for absorbed dose in CT clinical systems, an HPGe x-ray is spectrometer is required for characterization of NIST maintained primary x-ray beams and beams from the NIST CT scanner. To accurately calibrate an ionization chamber for use in CT dosimetry, the spectrum of the x-ray beam used in the calibration procedure must match that of the actual CT scanner in order to minimize the corrections needed to relate the beams to each other. The new HPGe spectrometer will be used in NIST's x-ray calibration range (Dosimetry Group) and CT scanner facility (Radioactivity Group). Due to incompatibility of the use of liquid nitrogen in these laboratories, the spectrometer must be cooled by a mechanical type cooler and have the thinnest beryllium entrance window. Canberra is the only manufacturer capable of providing the fully compatible HPGe system to the existing labs, and has a unique specification that no other vendor can meet. It is essential to measure the spectrum of the x-ray beams of different qualities, determined by employing various stages of filtration to change the average energy. The low energy portion of the spectrum is the most important, requiring the spectrometer to have the thinnest available beryllium entrance window. Only Canberra's HPGe can provide the entrance window thickness less than 0.04 mm beryllium. The North American Industry Classification System (NAICS) code for this acquisition 334519, with a size standard of 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by September 23, 2015 by 8:00 am eastern will be considered by the Government.
