- G.V. (Sonny) Montgomery VA Medical Center 1500 E. Woodrow Wilson Dr. Jackson MS 39216 Background The G.V. (Sonny) Montgomery VA Medical Center has a need for a Service contract for Radiation inspections/ This will be a Base Year plus four Option Years (should the government decide to exercise the Option Years). Specifications Annual x-ray device evaluations at the G.V. (Sonny) Montgomery VA Medical Center 1500 E. Woodrow Wilson Dr. Jackson MS 39216 to include CT Scanners, MRI devices, and nuclear medicine gamma cameras to be performed by a qualified Medical Physicist. A Medical physicist is a person who is certified by the American Board of Radiology, American Board of Medical Physics, American Board of Health Physics, Canadian College of Physicists in Medicine, or state licensure. List of Equipment The current inventory of x-ray devices are as follows but may be affected by additions, repairs or deletions during the contract period: Annual Evaluation of CT Devices 3 EA Annual Evaluation of X-Ray Devices 24 EA Annual Evaluation of CT Simulator 1 EA Annual Evaluation of Dental X-Ray 18 EA Evaluation After Repair/Installation of CT Devices 2 EA Evaluation After Repair/Installation of X-Ray Devices 2 EA Evaluation After Repair/Installation Dental X-Ray 1 EA Evaluation & Optimization of CT ProtocolsDetermined by Radiology Evaluation of CR Readers and Grids 3 EA Evaluation of Structural Shielding Designs Changes & Additions 2 EA Evaluation of Area Survey Changes & Additions 2 EA Evaluation of MRI Imaging Equipment 2 EA CONTRACTOR PERFORMANCE The contractor shall provide performance an evaluation of the operation of all JVAMC x-ray devices including CT units using appropriate radiation measuring devices and phantoms. The contractor shall present a written report on each x-ray device identifying the x-ray device by serial number, JVAMC property number and room number as well as the functional parameters of the x-ray device. The work to be performed must include the following: 1. The non-CT x-ray device inspection printed report must include an Entrance Exposure Chart plotting patient thickness against KVP for a range of KVP's [50 KVP -120 KVP]. The Medical Physicist must verify that the software used for device checks can generate this document. The printed report submitted to the Radiation Safety Officer must also contain sections addressing: A. Summary of Findings - Pass/Fail B. Mechanical/Safety Checks C. Fluoroscopic Half Value Layer D. Flouro KVP vs Output E. Fluoro KVP Accuracy Low and High contrast Resolution 2. The CT device inspection printed report submitted to the Radiation Safety Officer must contain sections addressing: A. Summary of Findings - Pass/Fail B. An evaluation of parameters involving four standard protocols - adult head, c-spine, adult abd/pelvis and 5mm chest C. Radiation dosimetry adult head phantoms D. Radiation dosimetry adult body phantoms E. Scatter, kvp vs water number F. Mechanical evaluations G. Artifact evaluation H. CT number calibration, dependence of CT# on kvp I. Slice thickness J. Low contrast resolution K. Noise and uniformity L. High contrast spatial resolution 3. The Medical Physicist reviews the CT dose optimization on a calendar basis as part of the annual CT device checks and signs off on the Radiation Safety Checklist 4. The Medical Physicist reviews the CT protocol documentation on a calendar basis as part of the annual CT device checks to ensure that protocols are optimized with regard to image quality and patient exposures and signs off on the Radiation Safety Checklist 5. If called upon to do so, the Medical Physicist shall examine x-ray and CT devices prior to first clinical use within 24 hours following new installation or relocation of fixed units 6. If called upon to do so, the Medical Physicist shall examine x-ray and CT devices prior to first clinical use within 24 hours following repairs or changes that could affect the radiation output of the devices [tube changes, collimator repair, detector replacement, or generator repair, etc.] 7. Annual evaluation of x-ray devices shall be within the time specified by the Radiation Safety Officer and must not exceed 13 months from the previous evaluation. 8. Medical Physicist shall provide detail written reports of all equipment checks to the Radiation Safety Officer. 9. Medical Physicist shall be available to evaluate repaired or new devices within 24 hours. 10. Medical Physicist shall review CT protocols for Optimization annually and sign off on the Radiation Safety Checklist 11. Medical Physicist shall perform QA testing of the CR readers annually: A. Including accuracy of the exposure index and make recommendations B. Periodically image grids used for mobile examinations and make recommendations C. Provide a written report of the testing to the Radiation Safety Officer 12. Medical Physicist shall for CT and Nuclear Medicine imaging changes involving new equipment, equipment replacement, or room modifications complete or review and approve [if completed by the RSO] a structural shielding design within 7 business days of receipt 13. Medical Physicist shall for CT and Nuclear Medicine imaging changes involving new equipment, equipment replacement, or room modifications complete a radiation survey or review and approve a survey performed by the RSO within 7 business days of receipt. 14. Medical Physicist shall conduct a performance evaluation of MRI imaging equipment annually using appropriate phantoms and provide a written report to the Radiation Safety Officer addressing: A. Image uniformity for RF coils B. Signal to noise ratio for coils C. Slice thickness and slice position accuracy D. Light alignment accuracy E. High contrast resolution and low contrast resolution F. Geometric accuracy and G. Artifact evaluation 15. Medical Physicist shall conduct performance evaluation on Nuclear Medicine gamma cameras annually using appropriate phantoms and provide a written report to the Radiation Safety Office addressing: A. Image uniformity/system uniformity B. High contrast resolution/system spatial resolution C. Sensitivity D. Energy resolution E. Count rate performance F. Artifact evaluation IMPORTANT NOTE: this RFI (Request for Information) is for information only: no award will be made off of this RFI.
