- Notice of Intent: The USDA, ARS, SEA, intends to award a sole source commercial item procurement to C.C. Lynch & Associates, 300 Davis Avenue, Pass Christian, MS. 39571, as they are the sole source for this type storm water monitoring system pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. The award will be for a storm water monitoring system capable of automatically measuring agricultural land water runoff and wirelessly transferring the measurements to a computer via internet. Specific Requirements: The storm water monitoring system must include (but not limited) eight ISCO 6712 full-size portable samplers, eight 4-bottle configurations for the 6712 full-size portable samplers, eight tipping bucket rain gauges (0.01 in) working with the 6712 portable samplers, eight ISCO 730 bubbler flow modules with 1/8" x 25' bubble vinyl line, eight 50-Watt solar power supplies, eight XL60-degree trapezoidal flumes with staff gauge and molded cavity with SS bubble pipe, eight StormBox fiberglass equipment enclosures, eight ISCO 6712 Ci modem modules with 60-2004-550 dual band magnetic mount antenna, one ISCO Flowlink 5.5 software with two user licenses for retrieving data from the 6712 full-size portable samplers. Installation and service of the flumes and associated flow meters/samplers inside storm boxes with solar power supplies must also be provided. The Government intends to award a firm fixed price Purchase Order on or about September 16, 2015, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM central time, September 15, 2015. Information received will be considered solely for determining whether to conduct a competitive procurement.
