Description
Proposed CLIN Structure Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HSFE40-15-R-0020 and is issued as a Request for proposal (RFP). Under this requirement, the Office of the Chief Procurement Officer (OCPO) - Federal Emergency Management Agency (FEMA) intends to award a commercial, firm fixed price contract. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. The applicable North American Industry Classification Standard (NAICS) code is 561210. The small business size standard is 500 employees. This acquisition is set aside as 100% small business OCPO-FEMA intends to purchase the below contract line items: The proposed acquisition supports a planned program initiative to install energy savings projects at the Center Domestic Preparedness (CDP), Anniston Ala. This planned program activity aligns with the Department Homeland Security Management Directive 025-1, which mandates that DHS components (FEMA) channel funding towards implementing energy efficient technologies. Period of Performance shall be 60 days after award date. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and is incorporated by reference. FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition and paragraph (a) is completed as follows: The following factors shall be used to evaluate offers: Lowest Price Technically Acceptable (LPTA). Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items, with their offer. Also in accordance with the clause, all prospective offerors must be actively registered in the System for Awards Management (SAM) prior to award. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition and is incorporated by reference. The following clauses cited within FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, apply: The Government intends to award a firm fixed price contract resulting from this combined synopsis/solicitation. All offerors must be registered in the System for Award Management (SAM) prior to award (www.sam.gov). Proposals are being requested and a written solicitation will not be issued. Paper copies of this solicitation will not be issued and telephone requests or fax requests for the solicitation will not be accepted. Proposals must include company name, company DUNS number, and point of contact information. The Defense Priorities and Allocation System (DPAS) do not apply to this acquisition.
