Description
The Department of Veterans Affairs Veterans Integrated Services Network (VISN) 22, headquartered in Long Beach, California has a requirement for services of Electrical Data Collection, Engineering Analysis and Arc Flash Incident Energy Labels and Affixation. The Contractor shall provide the service for VISN 22 at the following Veterans Affairs Healthcare Systems in Southern California: Loma Linda (11201 Benton St. Loma Linda, CA 92357). Delivery is FOB destination. The Contractor shall adhere to all federal and state laws and regulations in effect during the performance of the service. The Government intends to complete a single award. The service shall begin on the date of award. This is a special solicitation notice for commercial items prepared in accordance with FAR Part 6.302-1 supplemented with the additional information included in this notice. This notice is in accordance with FAR Part 6.302-1 Sole Source other than full and open competition. This is not a small business set-aside; the North American Industrial Classification System (NAICS) code for this requirement is 334515, and size standard 500 employees. The government intends to award a sole source contract to Schneider Electric USA Inc. Schneider Electric USA Inc. performed the ARC Electrical Data Collection Service. Schneider Electric provided the initial drawings, schematic and similar service in 2002. Vendors contacted during market research stated that drawings, schematics and analysis from Schneider Electric Company may not be utilized for the current service. Market research indicated electrical panel analysis and findings are propriety to the company or individuals. Vendors will not utilize other company's data and must conduct their own data collection and analysis. Therefore the government intends to award this contract to Schneider Electric. ADDITIONAL DOCUMENTATION REQUIREMENTS: This Notice of Intent is not a request for competitive proposals or quotes. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services to the Contracting Officer by 12:00 pm (PST) September 16, 2015. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information must be sent electronically to the Contracting Specialist at Alisa.Berry@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Network Contracting Office-22 will proceed with the sole source negotiation with Schneider Electric USA.
