- NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER: The Army Contracting Command, Applied Technology Directorate (AATD), in accordance with FAR 13.106-1(b)(1), intends to solicit and negotiate with Watson Industries, Inc., 3041 Melby Street, Eau Claire, WI 54703(CAGE: 63792). The Army has a critical need for data measuring during flight testing. The Watson Dynamic Measurement Unit with Dual Antenna Heading Reference is used on multiple aircraft to provide position information in support of these tests. The DMS-SGP02/294 Dynamic Measurement System (DMS) is part of the instrumentation package for flight test activities. Watson Industries, Inc. is the developer, and sole source of the system. This system has been used to provide accurate position data in previous tests. AATD is tasked with upgrading the current data measuring systems to increase the accuracy of the data collection to support upcoming testing. These upgrades will benefit additional flight testing in the future with the improved capability. There are six systems that are used for flight testing and Watson is the only authorized vendor that can upgrade, calibrate and standardize the systems. Specifications, plans, or drawings relating to this procurement described are not available and cannot be furnished by the Government. The applicable North American Industry Classification System Code (NAICS) code is 334220. The small business size standard is 750 employees. Therefore, it has been determined that Watson Industries, Inc., is the only responsible source capable of providing the DMS upgrades. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to this requirement within seven (7) business days of the issuance of this notice; AATD will consider responses received by September 18, 2015. Inquiries may be submitted via email to Kenny Hood (kenneth.m.hood.civ@mail.mil). A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
