- bundling/consolidation analysis Solicitation Number: QSDM-B0-153140-A (eBuy number to-be-determined) Notice Type: Intent to Bundle Requirements (FAR 10.001(c)(2)) The General Services Administration (GSA) will be issuing a solicitation for a strategic sourcing initiative for Maintenance, Repair, and Operations (MRO) supplies for the requisition channel. Currently, GSA utilizes many contract vehicles to procure Hardware and Tools category National Stock Number (NSN) items in the following Federal Supply Codes (FSC): FSC CodeTitle 6110Electrical Control Equipment 6135Batteries Nonrechargeable 6140Batteries Rechargeable 6150Miscellaneous Electric Power and Distribution Equipment 6210Indoor and Outdoor Electrical lighting Fixtures 6230Electric Portable and Hand lighting Equipment 4720Hose and Tubing Flexible 4730Fittings - Hose Pipe and Tube 4940Miscellaneous Maint Equipment 5110Hand Tools Edged Nonpowered 5120Hand Tools Nonedged Nonpowered 5130Hand Tools Power Driven 5133Drill Bits, Counterbores and Sinks 5136Taps,Dies and Collets-Hand and Machine 5140Tool and Hardware Boxes 5180Sets Kits and Outfits of Hand Tools 5210Measuring Tools Craftsmens 5305Screws 5310Nuts and Washers 5315Nails Keys and Pins 5330Packing and Gasket Materials 5335Metal Screening 5340Miscellaneous Hardware 5345Disks and Stones Abrasive 5350Abrasive Materials 6260Non Electric lighting Fixtures 6605Navigational Instruments 6625Electrical and Electronic Measuring Instruments 6645Time Measuring Instruments 6650Optical Instruments 6660Meteorological Instruments and Apparatus 6680Liquid-Gas-Motion Measuring Instruments 6685Pressure Temp Humidity Instruments 5920Fuses, Arresters, Absorbers and Protector 5965Headset,Handset,Microphone and Speaker 5970Electrical Insulators and Insulating Materials 3920Mat Handling Equipment - Nonself-Propelled 3990Miscellaneous Materials Handling Equipment 4010Chain and Wire Rope 4020Fiber Rope Cordage and Twine 4110Refrigeration Equipment 4130Refrigeration and Air Condition Components 4140Fans Air Circulators and Blower Equipment 4320Power and Hand Pumps 4510Plumbing Fixtures and Accessories 4520Space Heating Equipment and Water Heaters FSSI MRO blanket purchase agreements (BPAs) for the requisition channel will cover approximately 1823 NSNs in the market basket (highest-demand NSNs) at award with the potential to match up to about 19,000 NSNs outside the market basket (lower-demand NSNs) over the life of the BPAs, and will be valued at approximately $552,000,000 for (1) base year and four (4) option years. NSNs in this scope have been purchased from both small and large businesses over the past three years. This acquisition will consolidate approximately 1,746 contracts, is valued over $6 million, was previously performed by small business, and may be unsuitable for small business. Therefore, the Contracting Officer has concluded this requirement meets the definition of a significant bundling of contract requirements. The Contracting Officer has further concluded the bundling is necessary and justified by measurably substantial benefits exceeding 5% of the agreement value, in terms of product cost savings, administrative savings, and personnel cost savings. This requirement meets the threshold in excess of 5% of the exception found in FAR 7.107(b)(2). You are being sent this notice because GSA has identified you as having currently providing or historically provided one or more of the affected NSNs in one or more of the above FSCs listed. The MRO acquisition may affect one or more of the contract(s), BPA(s), Standing Price Quote(s) that you currently have with GSA. Small businesses will have the opportunity to submit offers on this project. Thirteen of the eighteen BPAs will be set aside for small business. Large vendors will be required to submit subcontracting goals and outline small business participation in their proposal. Therefore, GSA will ensure that small business participation is considered. All provisions allowed per the FAR for small business participation will be utilized. The anticipated benefits of the proposed bundled contract justify its use. There are no alternative strategies that would reduce or minimize the scope of the bundling. The full rationale for bundling and consolidation is outlined in the bundling analysis posted with this notice. The final RFQ will be posted on e-Buy and sent to vendors holding MAS Schedule contracts under Schedule 51V, SIN 105 002, Hardware Store, Home Improvement Center, or MRO - Catalog. Incumbent small business concerns may contact their Small Business Administration representative at http://www.sba.gov/local-assistance. Questions can be directed to Stephen Kinsella at fssi.mro-req@gsa.gov.
