Description

The Food and Drug Administration intends to make a sole source award to Simulations Plus, Inc. for software licenses to their GastroPlus software. Simulations Plus, Inc. is the sole manufacturer and distributor of GastroPlus. GastroPlus is a mechanistically based, PBPK modeling & simulation software package that simulates intravenous, oral, oral cavity, ocular, inhalation, and dermal/subcutaneous absorption, pharmacokinetics, and pharmacodynamics in human and animals. This award is for 50 software licenses and service and support. The period of performance will be for a total of five (5) years, One base year (September 15, 2015 - September 14, 2016 and four (4) optional years (September 15, 2016 to September 14, 2020. The NAICS code for this action is 511210. This procurement is made under the authority of 10 USC 2304 (c) (1)-only one responsible source. This is a notice of intent to issue this solicitation on a sole source basis. This notice of intent is not a solicitation for competitive proposals. Any other firms desiring consideration must fully identify their interest and capability to provide this item, or submit a proposal within 3 days to the individual listed. A determination by the government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The projected award date is on or about September 14, 2015.
