Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-15-T-0215. This acquisition is issued as an Request For Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. (iv) This acquisition is set-aside for 100 percent small business concern. The associated NAICS code is 333316.The small business size standard is 1000 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 001: Quantity one (1) High Speed Visual Imager (vi) Description of requirements: The Contractor shall provide quantity one (1) High Speed Visible Imagers that meet the following characteristics: Minimum full array size of 1024 x 1024 pixel and an acquisition frame rate greater than 20,000 Hertz (Hz) at the full frame with a full duty cycle (exposure is 1/framerate). Higher framerates available with lower than full frame operation up to at least 2,100,000 Hertz (Hz) at 128 x 8 pixel image array size. At least 1024x1024 sensor with 20 Micron pixel size on Sensor 12-bit Sensor Monocrome sensor No Bayer color filter on sensor No Red-Green-or Blue (RGB) The imager shall allow for adjustements of Gobal electronic shutter from one (1) milla second (ms) to 159 nanosecond exposure, independent of frame rate. Internal storage capacity of at least 64 Gigabyte (GB) allowing for 43,684 frames to be recored at max resolution of 1,024 x 1,024. Shall be able to synchronize frame rates with two (2) Photron SA1.1 and one (1) Photron SA5. Dual port Gigabit Ethernet input/output capability for download of internal storage and command/control of imager. 12 bit or higher uncompressed dynamic range, to include all the following data file formats; JPEG, AVI, TIFF, BMP, RAW, PNG, MOV and FTIF. Two (2) Secure Digital (SD) Slots, That also can read Secure Digital High Capacity (SDHC), and Secure Digital extended capacity (SDXC) card slots for saving data and shall also be Compatible with Ultra High Speed Bus (UHS-1) (SDR104) Four (4) user programmable buttons or swiches that can control different functions on the housing. The ablity to control the all functions with handheld keypad with out computer. The camea shall be able to trigger off of positive or negative Transistor-transisor logic (TTL) or a switch closure both TTL and the switch closure shall have a dedicated Bayonet Neill-Concelman (BNC) connector Shall come with a Nikon F-mount for Nikon lenes. For realtime monitoring during setup and alignment two RS-170 (NTSC/PAL) outputs required. For setup and focus, A mode that drops the frame rate to lowest rate and increases the time the shutter is open to it maximum value wile maintain other parameters. Shall have the ablity to have a programmable delay on inputs outputs and triggers up to 100 nanosecond resolution. High speed imagery data acquisition software Spectral response that allows for transmission of wavelengths no less than 400-900 nanometers (nm) Shall have at least 2x -20 and 3x 3/8-16 holes for mounting bolts or tripod mounting. (vii) Delivery is required NLT 60 Days ARO. Delivery shall be made to 321 Colleran Road Aberdeen Proving Ground, MD 21005. Acceptance shall be performed at Aberdeen Proving Ground. FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Evaluation Criteria (Lowest Price Technically Acceptable) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors. The Contracting Officer determines that past performance need not be evaluated because the supplies being purchased are of a low complexity that past performance information would not make a substantial difference. The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Price will be evaluated based on the total proposed price, including options, (if any). (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause NONE.
