Description
The Department of Veterans Affairs, Network Contracting Office 22, is issuing this special notice to inform industry contractors of the intent to execute a Single Source award as prescribed in FAR 13.106-1(b)(i) with Belson, David, ("Belson") 9117 Monte Mar Dr. Los Angeles, CA, 90035-4228. Prior to soliciting, market research was conducted and concluded that In accordance with FAR Part 13.106-1(b) (i), there is only one (1) source reasonably available. Belson is the only entity that completed a review of VA QUERI research proposals during FY2013 and completed a draft inventory of quality improvement techniques to supplement existing QUERI methods. During FY2014, he developed the current version of the QUERI Quality Improvement Methods website. Since this work is a continuation of work performed by Belson in FY13-14, Belson is the only source capable of providing the services described above without the Veteran's Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements. A new contractor would have to duplicate the efforts made by Belson over the past 12 months to review the QUERI portfolio in enough specificity to allow him to make suggestions as to improved methodologies. The proposed period of performance will be from 09/15/2015 through 09/14/2016. This requirement is to provide one (1) year of revision and expansion services of the Quality Enhancement Research Initiative (QUERI) in support of the Quality Improvement projects of the Center for Implementation Practice and Research Support (CIPRS). The website is located at http://www.queri.research.va.gov/implementation/quality_improvement. The revision and expansion services shall include: "Expanded descriptions of methods: Details will be added in regards to the description and application of methods. "Case studies: Research project cases will be added to illustrate use of the methods. "Updated links: References for each of the methods will be updated. "Revised web tool: Web selection tool that helps researchers identify tools that match their project needs will be updated. "A cyber seminar will be presented to explain the updates to the website. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR part 13. The place of performance is as follows: VA Greater Los Angeles Healthcare System, 11301 Wilshire Blvd, Los Angeles, CA 90073. The anticipated award date is September 15, 2015. The North American Industry Classification System (NAICS) for this requirement is 541330 (Other Electronic and Precision Equipment Repair and Maintenance). The Small Business Administration size standard for this sector is $20.5 million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Interested parties may identify their interest and capabilities no later than 1:00 p.m. Pacific Standard Time on September 14, 2015. Interested parties shall e-mail all statements, quote, and capabilities to the attention of Edgar Alvizar at edgar.alvizar@va.gov with "Statement of Capabilities - Expansion and revision of QUERI website" on the subject line. Files should be sent in PDF format and no larger than 10MB or they may be automatically rejected by the server.
